Robert Vogel director of the Lake County Museum of History, told how this was done and by means of sound film should why the museum is so highly rated by professional exhibitors and museum officials. "Preserving Your Heritage" was the subject of his talk at the second annual meeting of the McHenry County Historical Society on May 10 at the Opera House, Woodstock at 8 p.m. Mr. Vogel has directed and actively taken part in every area of work concerned with a museum--designing and building exhibits, the collection, identification, registration, cataloguing, preservation and restoration of objects, doing historical research and formulating policies, developing and supervising volunteers in all areas of the museum. He has unearthed archeological finds, has selectively collected objects pertinent to the growth and development of Lake county and has developed the museum to the point where it cannot be replaced. « In the area of historical research, Mr. Vogel has developed new information including the fact that Waukegan, is the birthplace of the motion picture industry. He is a member of several professional organizations, among them the Midwest Museums Conference of the American Association of Museums and the Illinois State Historical Society. C^apltoi ^ep ori The recent Inter-Parliamentary Union Conference in Dublin, Ireland, provided the forum for a major confrontation between representatives of our nation and those from the Soviet Union on the issue of South Viet Nam. . . ' . . It was the privilege of the writer to serve as one of fourteen United State Congressional delegates to this significant international meeting in which members of parliament from sixty-two nations participated. This oldest of international organizations (founded in 1889) has been responsible for promoting international understanding in many areas-^including the arbitration of numerous disputes. Indeed,\ the need for such arbitration machinery was the motivating force when the Inter-Parliamentary Union was organized seventy-six years ago by parliamentarians from nine fount ries, including France and Great Britain. The greatest single achievement of this organization appears to have been the establishment of the International Couiijt of Justice (the World Court at the Hague) which was i ecommended originally by the Inter-Parliamentary Union and thereafter supported by the parliaments of the approximately 110 respective member nations. About ten years ago delegates front the Soviet Union and various other Soviet bloc nations were admitted to the Inter- Parliamentary Union in the hope of gaining greater international cooperation. .However, the Soviet delegates have developed the practice in recent years of endeavoring to use the IPU primarily for propaganda purposes. As might be expected; the Soviet delegates offered a resolution at Dublin seeking to denominate the United States as an "aggressor" in the South Viet Nam conflict and demanding the withdrawal of United States- forces with no conditions attached. The position of our U. S. delegation) was that a peaceful solution to the South Viet Nam crisis should be encouraged. but that there should be no criticism of our nation's intervention in behalf of assuring freedom for the people of South Viet Nam. As part of the final action of the Inter- Parliamentary Union, a resolution was adopted consistent with our U. S. position. In the work of the Cultural and Educational Committee, on which I served, particular emphasis was given to the subject of television as a modern means of promoting education-- especially in reducing illiteracy in the underdeveloped countries. Again, in this case, the Soviets sought to find a propaganda advantage by condemning various types of American television program's, including Westerns, on the grounds that such programs were detrimental to the young people of the world. Fortunately, the resolution relative to television as an educational tool was adopted with all anti- American provisions deleted. Following final adoption of this resolution the writer was nominated to serve again as rapporteur, or secretary, of the committee. 4 Perhaps more important than the success which otir nation enjoyed at this year's conference in terms of draft resolutions and official appointments was the opportunity for our delegates to communicate directly with leading political figures from the 61 other nations represented at this, meeting. It is the opinion of the writer that international misunderstanding in the past has resulted frequently from the difficulties in communication. At the Dublin meeting, expert interpretation, including simultaneous translations into English, French, Russian and Japanese of all remarks made at committee and council-sessions, combined with the linguistic talents of many delegates at the conferencfe contributed to an invaluable interchange of views. A feature of the U. S. presentation to the Cultural and Educational Committee was a Peace Corps film outlining a private U. S. project culminating in construction of a new primary school in Columbia, South America. This year's plenary session of the Inter-Parliamentary Union will be held in Ottawa, Canada, in September, where final action will be taken on the subjects discussed ,at Dublin.
