VOTE TO SUPPORT MASTER {ROUP ORGAMZATNN Directors of Hickory Falls Property Owners Subdivision No. 1 and 2, at the north end east side of Wonder Lake, have voted unanimously to support organization of the Master Property Owners Association Inc. 'j Board members present were -James L. Bixby, president; John Keiner, vice-president and at whose home the meeting Was held; Nancy Baer, secretary; Sam Absher, treasurer, and William Baer, deputy park and road commissioner and chairman of the subdivision's marine committee. The vote came after an afternoon of reports to the board by A. J. Robertson, chairman of the executive committee empowered by the Won- . der Lake Syndicate, principal owner of the lake and dam that forms the lake, to organize the corporate structure of the Maser association, and by -Bixby, Hickory Falls delegate to the Wonder Lake Advisory . board. . Action Taken The Hickory Falls board took the following-actions: 1."Voted to decline a request to contribute to the Advisory board to defray legal expenses to support litigation that might be undertaken by that group. 2. Named Bixby temporary delegate to the Master association, to represent Hickory FaHs during development stages of. the organization, this appointment subject to Hickory Falls members naming a permanent delegate at its annual meeting next August. The Board action made it <flear that it was not in any manner withdrawing from the' Advisory board, to which it contributes in the general administrative funds and also has a record of perfect attendance this year at Advisory board meetings. The action was limited to legal fees and possible action that would lead to a long, costly and protracted court case that could also have the detrimental effect of creating discord and divisiveness within the community. Bixby reported to. the Hickory Falls board that at the last Advisory board meeting Sept. .30, he had urged the group to cooperate with those forming the Master association. He said he had talked with E. R. Jacobsen, president of the Wonder Lake Syndicate, in December, 1963, and that it was apparent then that property owners of Wonder Lake had but two choices: 1) take over ownership and ./.management of the lake tlipmselves, through creation of-r'a Master Association as -provided in most land contracts, or 2) deal with a bank should the Syndicate find it impossible to cause the Master association to be organized and elect, therefore, to place the lake in a bank trusteeship. Bixby said he would rather work toward solution of community problems with people who are property owners at the lake than a disinterested bank. A bank trusteeship, he further noted, would have such latitude and power in connection with administering an estate as to dispose of and convert land holdings (the lake) into cash, to the possible detriment of Wonder Lake property owners. Corporation Laws Who actually sets up the Master association, a thankless task at best, is immaterial, he continued, proving they are trustworthy and have the best interests of the community at heart. Illinois not-for-profit corporation laws are such that a minimum of five people can form a corporation. The important element, in the case of Wonder Lake, is the provision for appointment of; delegates representing all the various subdivisions, and election of officers. When this occurs, probably in December, the subdivision delegates and officers they elect will have organization control in fact as well as in theory. The position taken by Hickory Falls came after sharp questions were asked of Robertson and Bixby. Robertson carefully and in detail explained the organizational structure, the rights and powers of the Master association, and the exploratory work being directed by the executive committee, underwritten by the Wonder Lake Syndicate, on such matters as a professional Strap or Pump TAILORED TO TANTALIZE ONLY $3.88 with this adv. These and other questions requiring research are in various stages of investigation, Robertson reported, prior to the Syndicate turning the lake and dam over to the people of Wonder Lake, or Master association acceptance. During this formative period, Hickory Falls officers will continue to patrol the dam in keeping with present arrangements with the Wonder Lake Syndicate until such time as the subdivision is instructed to do otherwise. The Hickory Falls board meeting in October was the last required this year. In View of developing situations, it was voted to hold another meeting Nov. 14 and throughout the balance of the Winter, if necessary. The board also heard reports from Baer and Absher' on the project to reseal and surface the roads in the subdivision, the combined •Work dav-picnic during which roadside and beach-park debris was cleared away, new beach steps installed, and trees trimmed or felled,, and reviewed restflts of a survey of property owners by the newly formed marine committee to determine need for additional boat berthing facilities. Indications are, it was reported, that sufficient boat spaces can be provided next season from available facilities. The marine committee, functioning as a standing group, will continue to investigate hi order to work out the most equitable solution to the satisfaction of boat owners.
