McCLORY REPORTS ; >sm Shortly before the 90th Congress convened in Washington on Jan. 10th, an authoritative preview of the session was presented by the Senate Majority leader, Mike Mansfield. This key figure in the Johnson administration . stated that the Congress should undertake l'a major re-examination of what we have done in legislation during the last few years". Senator Mansfield., also referred lo ."a number of overextensions and overlaps." The prospect of a serious review and overhaul of recent legislative enactments is encouraging to this member of Congress and should further raise the hopes of citizens throughout the nation. A remarkable account of the genesis of the so-called Great Society legislation was delineated in a recent issue of the Reporter magazine. This article revealed the hasty development of these programs without the benefit of members of Congress, (the nation's consitutional lawmakers), and with only peripheral contact with the executive agencies charged with administering the various programs. Take, for instance, the 1965 Elementary .and Secondary School Education act with its formulas for distributing federal tax funds for the benefit of public (and private schools). One basis for this distribution is the number of school district families with incomes of $3,000 or less, according to the 1960 census. Some provisions adopted in order to push this law through the last Congress have resulted in much dissatisfactioii. For one thing, the law's benefits have not succeeded in reaching those school children who have the greatest need. This defect, coupled with the unhappy experience of bureaucratic domination from Washington, indicates that u fresh and healthy review of this legislation may be undertaken. The entire law will expire on July 1, 1968, unless extended by action of the new Congress, If elementary and secondary school aid from the federal treasury is to be continued* it should be preceded by a careful review of the defects in the existing law. Substantial amendments should accompany an extension of this program. The so-called Poverty Program with its, ten separate, parts is destined for major revision---if not outright repeal. This is not intended to imply that such worthy programs .as Headstart and Job Training are to be junked, or that small business or rural loans or loans to needy students will be discontinued. What is meant is that the Office of Economic Opportunity (the Poverty Agency) may be discontinued--and the worthwhile parts of the program will be salvaged by transferring their administration to existing agencies, i. e. Headstart would be transferred to the Office of Education, Job Training to the Department of Labor, etc. Other enactments which expire this year and which will come in for close scrutiny by the Congrss are: Highway Beautification, Rent Supplements, Teacher Corps, Foreign Aid, and Higher Education. Even before the last Congress adjourned Health, Education and Welfare Under Secretary Wilbur Cohen observed that the federal government was dumping dollars faster than the schools could absorb the money. He warned of "wasted funds", and "inadequately planned expenditures and projects". The "major re-examination" that Senator Mansfield has recommended should be the major undertaking of the 90th Congress. Most members of Congress limit their attempts to be experts to a few areas of legislation. Ordinarily, congressional expertise is closely related to ,the workof^the committees upon which the Congressman serves. TJhese include proposed changes in the crim? inal laws, civil rights measures and programs aimed at the rehabilitation of narcotics addicts and alcoholics. During this first session of the 90th Congress, these and other committee bills are expected to occupy much time and attention in committee and in House debates. However, as in previous Congresses, this member intends to take an active .part iii supporting numerous other l e g i s l a t i v e i s s u e s . Among these are the following : (a) A b i l l to e s t a b l i s h a Joint Legislative Budget committee aimed at securing closer congressional control of the government's budgetary and fiscal business. (b) A bill to establish an Automatic Data Processing center in the Library of Congress for the benefit of mem-, bers of Congress. (c) A bill to study the feasibility of converting our present system of weights and measures to the metric system-- with a view toward greater uniformity and increased international trade. (d) A program to foster international education, which would enable us to >gain a greater understanding if other nations and people--and thus promote peace. (e) A new rule to permit the limited televising of sessions of House committees as well as of House floor debates. s. ( f ) A measure i n i t i a t i n g a committee to study improved methods of collective bargaining-- particularly in industries which affect an entire region or economic segment of our nation, and the public interest. (g) A bill to encourage industries to develop their own water and air pollution control systems, by providing tax incentives. It should not be expected that every member of Congress will participate actively in the House debates on each issue--even each "big" issue. Indeed, open debate on final passage of bills in the U. S. House of Representatives is generally limited to about two hours. If all 435 members attempted to speak, each person's time allotment would be a . rnere sixteen, seconds. Accordingly, House debates on final passage of bills are controlled generally by the committee members before whom the bills under consideration were heard. Indeed, actions taken during the committee hearings are more apt to result in changing the form or effect of legislation than are amendments offered on the House floor. In any event, most bills introduced in this session will received a thorough going-over by members of Congress who are experts in the fields of legislation to which the bills relate. The 90th Congress may well become known as the most wary and aware in the second half of this 20th century. Mrs. Crane would then gently lift Jamie, who weighed less than 23 pounds, into the seat on my back and out we'd go, hiking, with me serving as his "horse." Though adults were grumbling about the humidity and excessive heat, as soon as we'd step outside, Jamie would always exclaim: "Grandpa, isn't thisabeautiful morning?" Back from our hike, as we later had lunch, Jamie said: "Grandpa, I guess I heed help with my soup." He could move only his right finger and thumb and lift his arm at the shoulder, so he would soon tire. As I fed him the rest of his soup, he added: "Isn't this soup that mamma made, delicious?" Jamie just naturally paid compliments, though we adults seldom do and I even had to teach my college students this desirable habit. At dinner at my mother's that week, Jamie commented: "Great grandma, that is a very pretty dress you are wearing." And during the dinner discussion, he said of his 5-year t, old sister who was with him at the table: "You know, I just couldn't get along without Debby." The skin on the back of his hands and feet had eroded, leaving raw surfaces that kept enlarging. I tried anew liver extract that for the first time seemed to prove helpful. As Jamie saw the healing area, he shouted: "Mamma, look! I'm getting well!"
