EXPANSION OF McHENRY COUNTY HOME IN DOUBT (Continued From Page 1) ten proposal stating suggestions which might permit successful operation of the home without the expansion program. They included placing a^limit on the number o>f patients th&t can be housed at Valley Hi, classifying the present patients and giving priority rights to beds for patients who are classified as wholly paid or partially paid township patients. There was a contention among some supervisors that the last proposal was contrary to law. Supervisor Walter Dean of McHenry also presented a statement in which he gave his reasons for backing the expansion program. County Treasurer Cal Skin- Musin' & Meanderin (Continued From Page 1) meeting that more activity can be expected once more in McHenry* s branch court. It appears that not only newspapers are inconvenienced but also police officials, by time-consuming trips to other locations where many cases have been transferred. This isn't the wily complaint of policemen either. All of us have read about the general indignation, particularly in metropolitan areas, wheretfthe offender rather than the victim xof his criminal ways, is protected by law and by higher court decisions. It seems that we don't have to go farther than a home town like our own to find officers handicapped by laws and rulings which have come into being in the very recent past. It is inconceivable to think that at some time, very soon a reversal of the present trend will not occur. KAF. ner, Jr., announced that the county now has in court three cases involving the Assessment and collection of the|Bank Stock Tax. He stated that jit was his understanding the banks argue that the treasurer should be prohibited from collecting the Bank Share Tax because it was assessed and extended against the banks, rather than against the individual stockholders in the manner required by law. He added that if his office loses these two cases, the taxing districts in Crystal Lake and McHenry will have lost about $90,000 in tax revenue. The cases involve the McHenry State Bank and the Home State bank of Crystal Lake. The board passed an ordinance to prevent junk cars being located on any property. A fine of $100 was established. GIVES OPINION The board discussed an opinion given by the Attorney General in which he defined agricultural producing property as any land used for growing products or animals, with no limit on the acreage. Members agreed that this poses a problem since law states that no permits for building are required for agricultural property. During the meeting, new rules were passed on conducting county meetings for the future. Sheriff John Carroll presented to the board the growing problem of handling juvenile cases without"1 a home in Mc-, Henry county to which they can be taken. He cited the many cases in which offenders in this age group need to be taken to Lake county, then returned for a hearing. Sometimes, he added, several trips are required before the case is settled. A report of the committee on claims from the state listed seventy-eight county cases in which $552.24 had been expanded for care outside their own homes. URGES LAW PASSAGE „ Treasurer Skinner told members he had written to Springfield, urging a law which would prevent anyone from obtaining state license plates unlesspersonal property taxes are paid.. A new committee was appointed to study further thfe zoning request of John Jan®te, Preston Wilson, Sr., and Fred Wilson, Jr., of Richmond township to establish industry on ta parcel of land. The request had been recommended by the zoning board of the county, but since that time petitioners asked that the county further consider the matter before they acted. The Woodstock Chamber of Commerce sent a letter to each board member, asking him to specify a preference for location of the proposed new court house. This, he pointed out, is but 49.6 percent of the goal which had been established to properly present information about the proposal to the people of the county so they could vote in a knowledgeable manner on April 1. With but three weeks remaining, from the date of these figures, to the date of the election, Secretary Cal Skinner pointed out that printing orders for leaflets and posters as well as planned mailings would have to be cut drastically in order to stay within the funds available. The only alternative to this, Skinner stated, would be if a great increase in contributions occurs before Friday, March 24. McHenry area contributions received since the last report include Charles and Mabel Pike, K. W. Ehlen, Elizabeth M. Selsdorf, Marilyn Mc- Mahon, Kay Belshaw, Allen & Herrmann, Attys., Gerald J.
