The U.S. Air Force Commendation Medal has been awarded to Airman 1/C Edward M. Druml, Jr., son of Mr0 and Mrs. Edward M. Druml, Sr., of McHenry, stationed at Moody AFB, Ga. He was decorated for meritorious service as an aircraft equipment repairman at Cam Ranh Bay AB, Vietnam, and was cited for "his outstanding skill, knowledge and duty performance which contributed to the success of the Air Force mission in southeast Asia." Edward is now at Moody as a member of the Air Training command which conducts hundreds of specialized courses to provide technically-trained personnel for the nation's aerospace force. Druml, a graduate of Marian Central Catholic high school in Woodstock, returned in Jannary from Vietnam. His brother, Marine David Druml, has been promoted to sergeant at Camp LeJeune, N. Car. He returned in April from Vietnam. RICHARD JUSTEN Richard (Rick) Justen, son of Mr. and Mrs. Richard F. Justen of 819 N. Green street, McHenry, stationed aboard the Destroyer USS Leary, enjoyed a recent leave with his parents. Based at Norfolk, he is presently (Hi a seven-month cruise to Vietnam and other strategic points in that area. The young man, who earned his third class petty officer rating since his leave, is a fire control technician and has been attending school much of the time he has been in the Navy. He is a 1S64 graduate of McHenry high school. Ensign Roger C. Thompson, USNR,son of Mr. and Mrs. Leo C. Thompson of 3207 Kane avenue, McHenry, has completed the course of Flight Preparation school at the Naval Air station, Pensacola, Fla. During the course of study he received instruction in Basic Aerodynamics, Aviation Physiology, Naval Air Gyrations, Air Navigation, Physical Fit- Any (Hie who has been wondering what happened to the bill to reorganize the Congress, has good reason to wonder. This vital legislature proposed by leaders of both political parties and demanded by the public at large is reposed today in quiescent limbo in the House Rules , committee. The measure (S. 355) received high praise when it passed the Senate early . in March, after almost two years of hearings and study. Impressively named the Legislative Reorganization Act of 1967, the bill provides (a) modem rules and procedures for House and Senate committees, (b) more responsible budgetary control by the Congress, (c) enlarged committe staffs, including fairer proportions of staff members for the minority party, (d) a merit program for congressional employees, including Capital police and pages, and (e) stricter regulation of lobbying activites. Senate amendments to the measure provided authority for limited radio and television broadcasting of House and Senate committee hearings and for utilizing automatic cbtaprocessing equipment (computers) to assist members of Congress in obtaining accurate and speedy information in their decision making jobs. Still another amendment would have permitted the House and Senate to recess during the month of August except during a period of war or in a national emergency. This latter change was intended to correct the existingpractice of keeping the House and Senate in session throughout most of the year. ft is reported that a number of the House committe chairmen expressed quiet but emphatic opposition to the legislation when it was sent to the House. This probably resulted from a provision which would have restricted the authority of committee chairmen to use proxy votes in committee proceedings. Legg of 7608 Cedar road, Wonder Lake, was graduated from eight weeks of recruit training at the Marine Corps Recruit depot, San Diego, Calif. He will now undergo about three weeks of individual combat training and then, after leave at home, will report to his first Marine corps assignment. The intensified Marine recruit training emphasizes rigid physical conditioning and survival techniques, both at sea and ashore, to develop selfconfidence and endurance. Several influential Democrats are said to have expressed strong Republican staff membership on committees. Still other objections are-being whispered about which would substantially revise, if not sabotage, the entire reorganization program. Meanwhile, some actions ta-/ ken in the House have put into effect parts of the proposed reorganization act. For example, the measure as passed by the Senate provided for a committee to establish a code of ethics to which Congressmen should adhere. Not content to wait for the reorganization act, the House has already established such a committe, bearing the imposing title "Select Committee on Standards and Conduct." This committee, consisting of six Republicans and six Democrats, is headed by Congressman Mevin Price, Democrat of Illinois. The committee is to take steps to establish and enforce standards of official conduct for members of ;the :tf; S. House ofRepresentatives. As the authority (a) to televise committe' sessions of the 'House (b) to utilize automatic data processing and (c) to improve comgressional budgetary control is stymied by the delay in action on the reorganization act, all of these proposals are being presented through independent legislation. Action cm some of these proposals may well precede any vote on the comprehensive Legislative Reorganization Act. The status quo of an ancient and established bo$y like the U. S. House of Representatives is difficult to upset. This is doubly true when needed changes affect the roles of the leadership upon whom it seems necessary to depend before any meaningful modernization and streamlining may occur .
