The Congressional pace appears to slacken with each passing year. This is certainly true in 1967 if the pace of Congress is to be measured by completed action or major legislation. The President and his Senate majority leader, Mike Mansfield, have outlined an ambitious program of new and revised laws. But, so far, the results must seem disappointing. After the Independence Day recess in July, Senator Mansfield named fifty-two bills which he described as "must" legislation. To date, only ten of those bills have cleared both the House and Senate. Such key measures as (a) poverty, (b) Congressional reform, (c) anti-crime legislation, (d) foreign aid, (e) model cities, (0 food stamps, (g) East- West trade, (h) Federal pay raises, and a myriad of other bills which the Administration has "promised", are still-adrift in the Halls of Congress with no apparent plan to guide the measures safely ashore. In all fairness, it must be stated that a number of unanticipated developments have, slowed the Congress' ability to enact new laws. The Adam Clayton Powell and Senator Thomas Dodd scandals have consumed many weeks of valuable legislative time. The railroad strike, the increase of the debt l'mit, the repeal of the compulsory campaign fond measure and some other legislation also consumed a considerable period. However, none of these situations resulted in the enactment of bills on the Administration's agenda. Riots in the streets and anti- Vietnam demonstrations also diverted the attention of the Congress from the Administration's list of "must" bills. The riots and flag burning incidents prompted the House of Representatives to pass such measures as the anti-riot and flag desecration bills. However0 these are measures to which the Administration is opposed, It would be most unfair to blame the legislative slow-down on the Republicans. Committee hearings and House debates seem to have consumed more hours of time than in previous sessions. Research on legislation, preparation of committee reports, attention to constituent views and problems, field investigations on such subjects as poverty, housing, air and water pollution, civil rights, riots and a myriad of other problems appear to have taken more time of more members than ever before. Perhaps part of the dilemma lies in the fact that Congress is ill-equipped to handle its business expeditiously and efficiently. One of the shocking misfortunes of this session of Congress is that the bill to reorganize the Congress is bogged down in the House Rules committee. A more adequate staff for minority committee members and a computer facility are only two of the many improvements which could aid Congressmen in fee psirformance of their jobs as provided in the Senate-passed reorganization blU. PrfiR«ntly. the House lacks efficient means for dealing with the problem of misconduct on the part of its own members. This failure is also causing the Congressional machinery to bog down with temporary procedures instead of the more expeditious work of an established committee. Going over the fifty-two items listed in July by Senator Mansfield, it is not difficult to conclude that perhaps the American people could get along well without maav of what the Administration deems "must" proposals. Whether, indeed, the Administration agrees or not, the weeks between now and Christmas will be directed first to the seventeen remaining appropriation bills - and then, perhaps ten or so other major items on the Administration's calendar. By that time, the Gregorian calendar will record that Christmas Eve has arrived-and the members of the 90th Congress- arid their families-will extinquish the lights in the Capitol and prepare to turn on the Christmas Tree lights in their homes.
