The Law Serves You NEW GUN LAW, EFFECTIVE JULY 1, 1968 REQUIRES REGISTRATION OF GUN OWNERS One of Illinois' new gun laws require^ registration of all persons who "acquire or possess" firearms or firearm ammunition, effective July 1, 1968. On that date, apd thereafter, anyone who buys or carries any firearm or ammunition without having a Firearm Owner's Identification card will be in violation of the law and subject to a fine of up to $1,000 or imprisonment for up to one year, or both. By "firearm" according to the Illinois State Bar association, it meant "any device... designed to expel a projectile or projectiles by the action of an explosion, expansion of gas, or escape of gas..." The law exeluses "any pneumatic gun, spring gun, or B-B gun which expels a single globular projective not exceeding .18 inch in diameter." any safety or signaling device and devices used for firing stud cartridges, rivets or similar industrial ammunition. Excluded from the registration requirement are United States Marshals, members of the Armed Forces or National Guard, and law enforcement officials while engaged in their official duties; and non-residents of th'3 state provided they come under the exempt categories, such as non-resident hunters, during season, who have a non-resident hunting license. Application for a Firearm Owner's Indentification card must be made to the State Department of Public Safety using forms to be provided by the d e p a r t m e n t at l o c a t i o n s throughout the state. A registration card, good for five years, may be issued uponpayment of a $5 fee only to a person who meets the following requirements: 1. Is 21 years of age. 2. If under 21, has the written consent of a parent or guardian who has a valid Firearm Owner's Identification card, and, if under 21, fias never been convicted of a misdemeanor other than a traffic offense or been adjudged a delinquent. 3. Has not been convicted of a felony within the prior five years nor been confined to a penitentiary within the past five years. 4. Is not a narcotics addict. 5. Has not been a patient in a mental hospital within the past five years. 6. Is not mentally retarded.
