Even the most outspoken adherents to the constitutional principle embodied in "the right to bear arms" (article II of the U.S. Constitution) seem to favor some reasonably restrictive measures which would make it more difficult for criminals and incompetents to obtain pistols and rifles. According to F.B.I. Director, J. Edgar Hoover: "mail-order firearm purchases should be banned, interstate transportation of firearms controlled, and local registration of weapons required and enforced. "There is no doubt in my mind that the easy accessibility of firearms is responsible for many killings. Strong measures must be taken , and promptly, to protect the public." The constitutional limitations, contained in Article II of the Federal Constitution, appear to impose no impediment to the proposed Federal firearms act. Under the Administration measure (H.R. 5384) all mailorder sales of "handguns" (pistols and revolvers) as well as "long guns" (rifles and shotguns) would be prohibited. Even over-the-counter sales would be forbidden to non-residents* and persons under 21 years of age, (in the case of handguns) and to persons under 18 (in the case of rifles and shotguns). The Administration measure also provides for federal licensing of dealers and manufacturers of firearms, and. makes these licensed individuals or concerns responsible for complying with the strict provisions of the law. Under an amendment offered to the bill a state may exempt its citizens from the prohibition against mail-order sales of rifles and shotguns by a specific act of the state legislature. However, the blanket prohibition against mail-order sales of pistols and revolvers could not be removed by any state legislative act. A more moderate bill is sponsored by Representatives Edward Biester of Pennsylvania and Thomas Railsback of Illinois. The alternate measure would permit mail-order sales of both handguns and long guns providing state laws permit such sales. Also, this alternate measure would prohibit the large number of mail-order sales of firearms to minors and mental incompetents who experience no federal restraints at the present time. The F.B.I, reports that 3.2 percent of the major crimes in the country are committed with the use of firearms, including 57 percent of the. more than 10,000 murders perpetrated each year. A federal law, such as the House Judiciary committee will recommend, should make it much harder for many wouldbe criminals to obtain firearms. It is an essential weapon in the arsenal of the War Against Crime. To give motorists an extra edge of safety. America's first city is decorating 180 miles of limited access highways in the five boroughs. Edge lining and lane marking is expected to improve driving safety during the day and at night. Using special trucks and reflectorized paint, traffic department crews are spraying a solid white line four inches wide along malls and curbs that divide paved roadways and shoulders of the city's expressways. A double benefit is gained from the white lines, Henry A. Barnes, traffic commissioner, explained. Striping the malls and curbing, he said, establishes guide lines to help motorists determine the width of the roadway. Secondly, the striping provides a sharp distinction between the ordinary road surface and the "treated" curbs or shoulders which, at night, glow in the car's headlights. Such edging and striping proves especially valuable as a safety feature at night or during inclement weather.
