•jYCM*' .""•Via' riv McCLORY REPORTS From ^ Washington ' The problems of immigration and of foreign refugees continue to be of major concern to the United States Congress. The primary jurisdiction over these subjects is in the House Judiciary committee on which this member is privileged to serve. A meeting of United States and i European officials relating to European immigration is currently taking place in Geneva, Switzerland; a meeting at which this member hopes to be present if the Washington legislative schedule permits. Other members of the committee, including Congressman Emanuel Celler of New York, chairman of the House Judiciary committee, are also expected to participate. A primary objective of the conference will be to encourage settlement of European refugees and emigr'es in Western Hemisphere countries other than the United States. The meeting may also consider the augmented refugee problem created by the war in the Middle East. It was hoped that the Immigration Act of 1965 would have resolved many of the immigration problems and inequities which developed under the earlier quota program. However, the new Act does not seem to be meeting the aims of its sponsors. The 1965 Act, which replace d the old quota system (basing quotas on the existing ratio of immigrants as of 1924) was intended primarily to evaluate prospective immigrants (Hi the basis of their skills and their \ value to the American economy. The new law also favors admission of children, brothers and sisters, and other close relatives of American citizens. While the new law has increased immigration from Italy, Greece and other parts of Southern Europe, there are complaints of discrimination against citizens of some Northern European countries. Irish immigration appears to have suffered markedly under the application of the new law. Since the prinicpal basis for future approval of immigration is supposed to be the technical and professional skills, possessed by the immigrants, it is embarrassing to the Irish to be charged with the possession of fewer skills than others seeking to forswear allegiance to their homelands. However, there may be other causes for reducing the number of Irish immigrants including the expansion of industrial activity in the Emerald Isle and the reluctance of some Irish to enter the United States with the prospect of being drafted for service in Vietnam. Several measures are pending in the Congress seeking to eliminate defects in the 1965 Act. These are expected to come before the House Judiciary committee prior to July 1, 1968, when the new law becomes operative. While the refugee problem to be discussed at the Geneva Conference is becoming increasing acute, it is doubtful that the Congress would support the opening of our doors to Eastern European, Asian and African refugees as has been done with more than 100,000 Cubans who have resettled here since Castro came to power. REMEMBER SERVICEMEN The third annual "Christmas ' Package Program" for the men and women serving their country from the Woodstock Die Casting company came to a very fitting end last Monday night when over thirty-five members of the Woodstock Lodge Doe club formed a production line process at their meeting to fill, wrap and label the many packages which will end up in all corners of the world. Annually the Recreation club of WDC sponsors the program and this year the program took on a new look when a sealed tin of homemade cookies was added and the packaging done by a community organization, the Doe club, as part of their Americanism program.
