Otto Kerner said. Declines in unemployment levels and consequent drops in benefit costs have permitted Illinois to reduce the average contribution rate of employers from 2.20 per cent of taxable wages in 1962 to .2 pet- cent in 1968. "The reduced rates during the 1963-1968 period constitute a savings to employers of around $650,000,000 in contributions," the Governor said. Favorable employment conditions in Illinois helped to increase the size of the Unemployment Compensation Trust Fund as a result of reduced claimant benefits The fundtotaled$564,498,000 on June 30, 1967, an increase of $9,930,000 over the previous year.
