McCLORY REPORTS From Washington It appears timely to indulge in some overall observations concerning the characteristics which distinguish this first session of the 90th Congress from preceding sessions. First, the increased Republican membership in the U.S. House of Representatives has had a mighty impact on the direction and content of new legislation. Second, the conflict between the White House and Capitol Hill reached a climax when the House insisted on rigid expenditure control as a condition for any tax increase. And, third, the dilemma created by the Vietnam war has resulted in serious political dissension, primarily between the Democratic administration and some Democratic members of the Senate. The Republican influence on legislation has not been sufficiently great to permit Republican- sponsored measures to sail through the Congress. On the other hand, the Administration's "Great Society" programs have been modified to meet the most serious Republican objections. This had resulted in circumscribing the pattern of rigid bureaucratic control of the "categorical" grant programs, in favor of "block" grants in which states and local units play a greater role. The Quie amendment -- which would have required all federal aid to primary and secondary education to be in accordance with state and local plans and priority schedules --'did not prevail. Nevertheless, Democratic Congress woman Edith Green of Oregon offered an a - mendment, embodying similar restrictions with respect to "Title D3" grants (for supplei- mentary education centers) in the final enactment of this significant legislation. This a- ' mendment was supported by ! both House and Senate conferees. The enactment of the Partr^ nership for Health Amendments' ' of 1967, sponsored and supported by Republican members of ^ the House, resulted in the con- ; solidation of sixteen separately administered public health programs, and will permit state and community decisions to control the establishment of ; health programs to be met with federal grants. Almost $1 billion will be available during the next three years under this measure to deal with such critical problems as communicable diseases, narcotics and rat infestation, depending upon priorities fixed by local and state authorities. The most significant impact of the increased Republican membership in the House of .Representatives was apparent in the passage by the House of the comprehensive anti-crime measure. The Administration proposal was virtually rewritten on the floor of the House when two significant amendments were adopted, one sponsored by Republicans William Cahill of New Jersey and Thomas Railsback of Illinois, and the other by this Member. The Cahill - Railsback amendment embraces the block grant philosophy for launching a national anti-crime drive. The amendment also requires establishment of state-wide anti-crime plans to be stimulated with federal funds. The McClory amendment authorizes a new National Institute for establishing regional centers for training local and state law enforcement officers and for providing research support as well as modern devices and techniques to aid in the fight against crime. The House-passed Flag Desecration bill (to punish those who burn or otherwise desecrate the American flag) and the Anit-Riot bill (to punish those who incite or organize riots through use of interstate facilities) both had Republican sponsorship and overwhelming Republican support. The Administration appeared to oppose these latter measures - and both are still pending in the Senate. The new Meat Inspection Act and the Air Quality Act, both of which were acted tqxrn late in the session, also place increased dependence upon state action. This summary describes only part of the impact of the Increased Republican House membership (now 187 as contrasted to 140 at the last session). Discussion of the continuing conflict between the White House and the Congress, as well as the Democratic party split over the issue of Vietnam policy, will be covered in a forthcoming report. Green, McHenry 385-0182 PASSING AND LANE USAGE There are certain rules and regulations which govern the use of highway lanes. You must know and understand them to avoid accidents. PASSING IS PROHIBITIO on a two-lane highway-- • In a no-passing area marked by a yellow stripe or a "DO NOT PASS" sign. • On a hill or curve. • Within 100 ft. of an intersection or railroad crossing. PASSING ON A TWO-LANE HIGHWAY is also prohibited unless the left lane is clearly visible and free of oncoming traffic for a sufficient distance to permit passing without interfering with the safe operation of any other vehicle; and unless the passing vehicle is able to return siafely to the right lane before coming within 200 feet of an oncoming vehicle. This simply means . . . don't start to go around another oar unless you have plenty of time and plenty of room to get back on your own aide of the road. DEC. 20, 1967 - PLAINDEALER - SEC. 1, PG. 3 GIVE REMINDER OF FEE INCREASE FOR LICENSES Secretary of State Paul Powell has reminded drivers that the fee for renewal of their driver licenses is now $5. The fee was increased by the 1967 session of the General Assembly from $3 to $5 to provide additional funds for the Driver Education program in high schools. Of the present fee, $4 goes to the Drivers Education fund and the $1 to the Road fund. Mr. Powell said he was bringing this information to the public's attention at this time because he has been advised that, despite the fact that application blanks showing the $5 fee have been widely distributed, there appear to be some areas of the state where individuals are obtaining the old blanks showing the fee as $3. Since the law now requires the $5 fee, all applications submitted with only $3 must be returned, regardless of which application blank is used. Thi s, Secretary Powell pointed out, causes a delay and may result in the applicant's license expiring before the new one can be prepared and forwarded. Mr. Powell urged all persons applying for renewal of their licenses to use the completed appli cation blank mailed to them 30 days prior to the expiration date of their licenses, as the correct fee is shown cm it. Only corrections and answers to questions need be added to these application forms. Secretary Powell advised drivers to comply with the law by notifying his office within 10 days of any change of name or address, and thus be assured of receiving the advance notifications.
