These differences were voiced by such Democratic leaders as Rep. Wilbur Mills of Arkansas, chairman of the House Ways and Means committee, and by Senator William Proxmire of Wisconsin, chairman of the Joint Congressional Economic committee. Congressman Mills virtually blocked House consideration of any proposed tax increase measure by concurring with the demand of the Republican members that the Administration first should reduce nondefense spending. Senator Proxmire not only oppose.d any such tax increase but named the specific areas where spending reductions could be effected. Another source of irritation between the White House and Congress has been the subject of import quotas. This subject attracted a great deal of attention among Members in both the House and Senate - Democratic as well as Republican. Members of Congress have sought to establish import quotas on such products as steel, textiles, mink pelts and other products in an attempt to stem the alarming rise in imports and to stimulate domestic and foreign sales of these products. Perhaps the most dramatic evidence of the Congressional attitude is to be found in the measure sponsored by Democratic Congressman Dent of Pennsylvania who proposed legislation to investigate cases ofincreased imports where it is shown that cheap foreign labor has impaired the earnings of American labor. The measure passed the House by an overwhelming .340 to 29 vote. Although the" House-passed Bill appears to be stalled in a Senate committee it should be noted that the floor of the Senate was the scene of the principal argumehts in behalf of new import quotas. The bipartisan demanc. for import quotas voiced by Senator Everett Dirksen of Illinois and Senator Vance Hartke of Indiana elicited a sharp statement from the White House that any such legislation would be DECEMBER 27, 1967 - PLAIN DEALER - PG. 9 promptly "vetoed." Other differences between the Administration and the Congress were evidenced in the passage by the House of the socalled Anti-Riot Bill, (to punish those who use interstate facilities to promote riots), and the Flag Desecration measure ( to punish flag burners).
