l fa Planning Group Studies Needs In Area i Representatives of the hospital- Planning Council for Metropolitan Chicago met with the representatives of four associ- 'Tlflons interested in establishing a hospital to serve the Barrington, Lake Zurich, Fox River Grove, Algonquin, Wauconda, .and Crystal Lake area. The four organizations are the Cary - Grove hospital association, • Crystal Lake Hospital association, Bar rington-Lake Zurich hospital association and Valley Community Hospital association. The meeting, which was called by Hiram Sibley, executive director of the Hospital Planning council, was called to review the past planning of each association and to determine and decide upon a future course of action. Participants in the meeting agreed on the importance of es- i tablishing a general hospital which will serve surrounding communities. It was agreed that Vinson Kreimier, president of the Valley Community Hospital association, who has applied to the State Department of Public Health for a preliminary hospital permit, will be given an opportunity of presenting his proposal for a general hospital to be built in Cary. Four representatives from the Crystal Lake Hospital association, the Cary - Grove hospital association, the Barrington-Lake Zurich, hospital association, and the McHenry and Lake County Medical societies will be invited by the Hospital Planning Council for Metropolitan Chicago to attend two or more meetings to be scheduled in September. A measure which would have repealed capital punishment for a trial period of six years -- from 1967 to 1973 -- was defeated in the State legislature last year. The proposal, House Bill No. 157, failed to get out of the house. But if those who would abolish capital punishment received a setback in the legislature they may have received a boost from the U.S. Supreme Court., The high court recently held that it is unconstitutional to exclude from juries in capital cases those who object to capital punishment. Historically, Illinois - and all but two other states - automatically excluded from jury service in capital cases anyone who admitted bias against the death penalty. According to the Illinois State Bar association, this was done on ground that objectors would be unable to render a fair and impartial verdict "in accordance withthelaw and the evidence", as the law requires. It was an Illinois case - the conviction arid death sentence of William C. Witherspoon for the murder of a Chicago police officer - that brought the Supreme Court's ruling. The Court did not overthrow Witherppoon's conviction. But its decision may mean that he will receive a new trial. Since the ruling last June, another Chicagoan, Charles Clark, has been convicted and sentenced to death for the murder of an offduty patrolman. His jury was picked prior to the high * court's decision and some prospective jurors were challenged and dismissed because of their scruples against the death penalty. In the Witherspoon case, five Supreme Court justices joined in the majority opinion that selection of only those who were not opposed to the death penalty* or who were "neutral' on the question to serve as jurors Vhad "stacked the deck" against the defendant. In a strong dissent, minority opinion maintained that the court was making it impossible to enforce the death penalty. Illinois provides the death penalty for murder, aggravated kidnapping and treason. In any event, the ruling gave Witherspoon and a dozen or more other prisoners on death row in Illinois a new lease on life. James Dukes, who was electrocuted in August, 1964, could go down in history as the last person to be executed in Illinois.
