Youth members who are interested in participating in the project need a parent's permission before they begin. It will outline tax sale procedures. GOLF ACCIDENT . While playing golf last Sunday, a motor car tipped and fractured the left ankle of Armando Forti of McHenry. He was taken to McHenry hospital for treatment. There seems to be a dearth of comment on the accomplishments of the 90th Congress. This mysterious silence results from a noticeable lack of interest on the part of the President who is none too happy with the independence displayed by the U.S. House and Senate during these past two days. •" * This much is clear. The Congress has measured up to its constitutional role as an "independent" branch of the federal government. In addition, the accomplishments of the 90th Congress have been quite spectacular and constructive. But much that the Congress has accomplished has been in spite of, and sometimes in opposition to, the President. For instance, take the current issue of "law and order". The Congress rejected the President's "safe streets" measure with its Great Society pattern of more federal bureaucracy and a typical grant-in-aid program. Instead, the Congress adopted a new approach in writing a comprehensive Omnibus Anti- Crime bill including (a) creation of an institute to train law enforcement officers and encourage research into scientific advances for fighting crime (b) authority for wire tapping under court direction in cases of organized crime; (c) clarification of police investigation procedures in an effort to avoid U.S. Supreme Court interferences; (d) requirement for cooperation between federal, state, and local authorities. Over the opposition of the U.S. Attorney General, the Congress passed an anti-riot bill and a measure making it a Federal crime to burn or otherwise desecrate the American flag. The Congress also enacted stiff gun control legislation banning interstate sales of all types of guns and ammunition. The area of civil rights was considered in other legislative measures including a bill toprotect persons in the exercise of existing constitutional rights and those who are assisting persons in registering, voting, or pursuing other civil rights such as equal job opportunities, public accommodations, and fair housing. An equally important measure was the bill to protect law enforcement officers and others involved in simpressing riots and disorders occurring in connection with violent demonstrations. The Congress took particular note jof the subject of education by ^establishing the Vocational Education Act to update the practical training services which public schools shouldoffer to those who do not choose a college education. Also, the Congress provided for expansion of the school lunch program and for extending provisions for loans and other support for students seeking a higher, education. Other significant legislation includes: (a) a new law relating to juvenile delinquency; (b) a new Wholesome Poultry Act which requires, state inspection of poultry products; (c) a new statute to protect the public health by controlling the use of drugs administered to animals raised for human consumption; (d) an amendment to the Truth-in-Lending Act torequire full disclosures of interest and carrying charges; and (e) a bill to protect consumers against hazardous products including flammable wearing apparel. Vy Most of these accomplishments by the 90th Congress have been without the initiative or support of the Administration. Indeed, the present Congress has not been content to advance its own legislative measures but has undertaken to substantially revise much of the misdirected and ill-advised legislation of the earlier Great Society era.
