Police Chief Kenneth Espey is a lover of dogs, but he admitted this week that he likes them best when they are confined to their own yards as specified by city ordinance. About this time of year his department chalks up a growing list of complaints from city residents who are annoyed by stray dogs roaming on their property. When gardens begin to bring forth their first choice edibles and floral specimens, the complaints become even more numerous and vociferous. Chief Espey says that as of this notice, any dog picked up by a city police officer will be impounded with the local veterinarian and the owner will be given an order to appear in court. He adds that there will be no exceptions and no favoritism granted. Mr. Espey sounded as though he meant business. We were especially impressed with his decision to place the punishment where it belongs -- on the owners, who really should show more responsibility for their behavior than their pets. Couldn't let an anniversary of such importance go by unnoticed.
