A resolution will be introduced to the Illinois County Treasurer's association this week asking that the enactment of any state income tax be accompanied by the abolition of the personal property tax, according to McHenry County Treasurer Cal Skinner, Jr. Skinner is a member of the association's legislative committee. In conjunction with this action, Skinner said he suggested a method of phasing out the personal property tax without drastically hurting local tax districts in a letter to Gov. Richard Ogilvie Monday. His basic suggestion involves transferring the assessment duties from the township assessor to a specially created "Personal Property Tax Assessment Bureau" in the Department of Revenue. Then, all ? the legislature would have to do to effectively abolish the personal property tax would be to refuse to appropriate any funds to operate the bureau. The personal property tax provides 20 percent of all local tax money received by local government. In order to limit the impact on local government of abolerty tax became unconstitutional, this money would be apportioned according to the amount of money actually collected from residents in each tax district in that last year. As the local governmental body* sbticfeet increased over the years, the subsidy would become a less and less important part of the total local budget. This would ease the transition from the present tax structure to the time, when the subsidy would be eliminated and the entire local share of taxes would come from real estate taxes. If citizens of McHenry county agree fwith this approach, Skinner encourages them to contact their local representatives and senator.
