A resolution will be introduced to the Illinois County Treasurer's association this week asking that the enactment of any state income tax be accompanied by the abolition of the personal property tax, according to McHenry County Treasurer Cal Skinner, Jr. Skinner is a member of the association's legislative committee. In conjunction with this action, Skinner said he suggested a method of phasing out the personal property tax without drastically hurting local tax districts in a letter to Gov. Richard Ogilvie Monday. His basic suggestion involves transferring the assessment duties from the township assessor to a specially created "Personal Property Tax Assessment Bureau" in the Department of Revenue. Then, all ? the legislature would have to do to effectively abolish the personal property tax would be to refuse to appropriate any funds to operate the bureau. The personal property tax provides 20 percent of all local tax money received by local government. In order to limit the impact on local government of abolerty tax became unconstitutional, this money would be apportioned according to the amount of money actually collected from residents in each tax district in that last year.
