RULE MANDATORY EDUCATION FOR ALL HANDICAPPED • A ruling from Neil Hutson, legal aide to the Superintendent of Public Instruction, Ray' Page, has indicated that Mandatory Special Education will include all handicapped children, even subtrainable, and most children from the ages of 3 to 21. This will be a bombshell to districts already hard pressed to meet the new law which is mandated to begin July 1, 1969. The new ruling, the guidelines on H.B. 2671, giving districts the option of using available private facilities, the funding of this bill of $5,000,000 which is before the budget committee, were announced to a special education seminar at the Grove school, Lake Forest by L.D.
