Students who complete and receive passing grades in French seventh and eighth grades will be able to enroll in French n in high school. They will not need to take French I as a freshman student but will go into the sophomore class of French n. Miss Agnes Hernes, eighth grade teacher, and Mrs. Diana Maas, seventh grade, stated today that "people learn to speak their native language early in life through oral language experience only, and modern teaching of a second language should parallel the way in which the first language is learned. However, it shoud be more scientifically organized, stressing the formation of new language habits. The French program in the Junior high school places emphasis on the sound features of the language since formation of some sounds are completely new to English. This emphasis includes intonation, rhythms and pronunciation of individual sounds. The immediate goal is to overlearn each day a few concepts of basic realistic French so that the student will feel comfortable using them out of context from which they were learned. Group, half group and individual instruction follows. Students are selected for the French program after compiling a series of test records, general attitude and ability evaluations. Several items assure a fairly accurate estimate of a student's language ability -- scores received on proficiency tests, achievement tests, and a language arts grade, plus student interest in language study. Miss Hermes and Mrs. Maas stress the fact that it is important to begin learning French in the seventh grade. One, of the. main reasons is that the text books used in the seventh -and eighth grades continue through the high school grades, a, continual learning process. The French program is a two-way involvement. The learner listens with care and' discrimination. The student is perservering in pronunciation and in an effort to understand, and the teacher must present clear, distinct models and use frequent, constant and almost exclusive French. Listenii^ activities and constructive simple drills are planned and frequent repetition is imperative. A strong emphasis is also placed cm supplementary material such as songs, poems, facts of French civilization, French publications, games, dramatizations, to name a few. In this way, the French language becomes "real" and a useful experience for students. Although the total audio-visual aid program is used in both the seventh and eighth grade French classes, the rules of writing the language are more pronounced during the second year of learning. Richard B. Ogilvie's highway proposals are approved by the General Assembly, Public Works Director William F. Cellini said. The proposals, encompassed in House Bills 435 through 453 under sponsorship of the Illinois Highway Study commission, have received their first hearing before the House Executive committee. Commenting on the bills, Cellini said that if given the goahead guarantees provided by the governor's program, the division of highways would be able to develop a 10-year plan. Such a plan, according to Cellini, would include among other improvements the reconstruction to modern standards of some 6,000 miles of narrow, deteriorated, unsafe highways on the existing state primary system and completion of the 1,723-mile Interstate system in Illinois.
