According to the Illinois State Bar association, the law makes parents responsible to pay any finos if they authorize or knowingly permit their children to operate bicycles .which are not properly equipped. By law, proper equipment includes: „ 1) ^ BELL or "other device capable of giving a signal audible for a distance of at least 100 feet." (The "other device" would normally be a horn since whistles and sirens are prohibited whether or not they are attached to the bicycle.) 2) A BRAKE which will "enable the operator to make the braked wheels skid on dry, level, clean pavement." 3) A white HEAD LAMP visible after dark from at least 500 feet in front of the bicycle (if the bicycle is to be used at night.) 4) A red tail light or reflector visible at night from 500 feet to the rear of the bicycle (if the bicycle is to be used at night.) Parents also are expected ~ although not legally required -- to familiarize children with the rules of the road for bicyclists and to urge obedience to them. By law, the ISBA points out, bicyclists must: . Stay on the right hand side of the road, riding with the traffic. - . Observe all traffic. lights and signs. . Give proper signals when turning or stopping (left arm and hand, straight out for a left turn; left arm bent " up at the elbow for a right turn and bent down for stopping). By local ordinance, sidewalks in business districts of many Illinois communities are off limits to bicyclists. In Chicago, no cyclist over 12 years old may ride on any sidewalk. Some „ communities require bicycles to be registered and may issue license plates. The National Safety • council suggests that bicyclists should always ride single file unless on a special bicycle path and that they walk their bikes across any intersections where traffic is heavy. Formal Offer To Buy A Home Is A Binding, Legal Contract Warm weather brings out prospective home buyers by the droves, but before making, an offer to buy a home, a person should be sure that it is right for his family and his bankbook, advises the Illinois State Bar Association. A person's written offer to buy" a home, becomes a binding legal contract as soon as he signs it and the seller accepts > it, according to the ISBA'spam-' phlet, "Buying A Home." The pamphlet suggest that a formal offer or purchase agreement should include the following provisions: (1) Your offer -- the amount WED. JUNE 11, 196.9 - PLAINDEALER - PG. 15 you are willing to pay for the property. (2) The amount of money deposited with the contract as evidence of your good intentions. (3) Arrangement for paying off the balance, including a statement as to the interest " rate, term and amount of any mortgage loan which is to be sought. (4) A cancellation clause releasing you from the agreement and providing for return of your earnest money if financing cannot be obtained on the desired terms. (5) A request for proof that the seller has a clear title and owns the property free of encumbrances such as unpaid taxes or liens for unpaid services of contractors or suppliers. (6) The proration of taxes and other charges. The offer should specify who is going to pay taxes, assessments and other charges which may have accrued when the buyer takes possession. (7) The dates for closing the transaction and possession by the buyer. ^(8) A list of personal property included in sale. An itemized list of all movable articles * which go with the house, including carpeting, drapes, awnings and storm windows. (9) Provision for fire and extended coverage insurance protecting the buyer's interest up to the possession date. If you have retaihed a real • , estate broker, he may prepare the purchase agreement for you by adapting a printed form to your particular transaction. The broker's obligation is performed once the buyer and seller, sign this document. There is nothing to prevent a buyer or seller from acting on his own. behalf. However, there's a danger of jeopardizing the^sale or the interests of one or both parties if the persons closing the transaction lack a thoroughjoiowledge of the laws relating to'r^al estate, taxes, insurance, contracts and other subjects.
