i PERSONALS ! 125-YEARS-OLD -- On Friday, June 27, St. John the Baptist church at Johns burg observes its 125th anniversary. This is an interior scene, with parishipners in worship. A story of the church's beginning appears on Page 1 of this issue. TREASURER URGES PUBLIC VIEW ON SENATE BILL 816 "With the passage of Senate Bill 816, McHenry countians have the best chance yet to get rid of the hated personal property tax," McHenry County Treasurer Cal Skinner, Jr., pointed out shortly after the bill passed and was sent to the Governor last Friday. Skinner has - long favored the elimination of the personal property tax on individuals because of the impossibility of assessing it equitably and collecting it uniformly. At the same time, he said that under his administration the Treasurer's office has strictly enforced the collection of the tax assessed. SB 816 would exempt the first car and household goods from assessment for personal property tax. Sponsored by Senator Robert Coulson of Waukegan and Rep. George Lindberg of Crystal Lake, the bill would allow McHenry county assessors to treat people the same way most people in Chicago are treated. In short, most would escape any assessment. "Write To Governor" "Anyone who wants to help get this bill signed into law should write Governor Richard B. Ogilvie in Springfield as soon as possible," Treasurer Skinner suggested. While the possibility that it may be unconstitutional exists, Skinner contends the proposed exemptions from the tax can't be any more unconstitutional than the complete lack of uniformity of assessment and collection procedures throughout Illinois. "If no one challenges the bill's constitutionality, it will stand," Skinner believes. If passed, the loss in tax dollars to local governments in McHenry County wouldprobably amount to 6-7 per cent of the property taxes they receive now. Skinner hopes that the Legislature will find a way to reimburse local tax districts from proceeds of the proposed income tax. That way the $1.5 million or so that will be denied them if S.B. 816 passes Won't be lost. "Certainly McHenry county residents deserve to get more back than the 20 per cent of the income tax dollar that has been estimated will be returned to OSRITAL flotiu HARVARD HOSPITAL Mrs. Anton Kaiser, Anthony Kosior and Rosa Fletcher of McHenry were patients during the past week in Harvard hospital. local tax districts under present proposals," Skinner asserted. Even If signed by the Governor, however, tax bills already sent out would still have to be paid. The future of Illinois tax- t payers could be more pleas-* A ant though if the Governor * signed the bill, Skinner added.
