McCLORY REPORTS From Washington The controversy surrounding cigarette advertising continues to raise a storm in the Halls of Congress. Recently, the United States House of Rep resentatives passed a bill (H.- R. 6543) requiring cigarette packages to contain the follow ing legend: Btrber Shop ̂% Hair Coloring - Hair Styling jdg ' Razor Cuts JANE'S by appointment 885-7711 n "Warning: The Surgeon Gen eral has determined that Cig arette Smoking is Dangerous to your Health and may cause Lung Cancer or other Dis eases." * The legislation imposes no obligation to include this warn ing in radio, TV, newspaper or magazine cigarette advertise ments. Neither does the mea sure affect cigars, pipe tobac co or (roll your own) "Bull Durham". Indeed, the principal effect of the bill is to extend exist ing restraints against the Fed eral Communications commis sion, the Federal Trade com mission or any other federal agency which is inclined to pro hibit all advertisements of cig arettes not warning of the po tential dangers to health which attend cigarette smoking. The measure is still pending in the United States Senate where its fate is uncertain. A serious question is raised as to the limits of FCC control over TV and radio advertising. Possible dangers to health are inherent in a great many pro ducts including drugs, cosmet ics -- even some foods. If ra dio and TV advertising of var ious products is to be pro hibited by a federal agency cre ated by the Congress, how far does this authority extend? For the time being -- at least -- the Congress seems inclined to prevent this authority from be ing extended even to cigarette ads. Meanwhile, the television and radio industries, including the three major networks and more than 200 unaffiliated radio and TV stations, have undertaken to bar Voluntarily all cigarette ad vertising by the year 1972. This step, described as consistent with the stations' "Code of Eth ics", obviously has been en couraged by the pressures which the FCC and the Con gress have applied. Further ed the mc sionthat ing is, indeed, dangerous to human health. The Congress seems deter mined to bar the FCC from pro hibiting radio and TV cigarette advertising, providing a health warning is contained on each pack. Parents please warn your children this is a very dangerous gave for them to play. No driver wants to hit indications that the glamorous "Marlboro Country" and "You've come a long way, ba by" commercials soon may be relegated to the archives. The Congress is left then with this most perplexing dil emma. How long will tobacco be deemed an agricultural pro duct -- enjoying a direct fed eral subsidy in 1968 of more than $30 million? It is strange, indeed, to pay farmers who grow tobacco on their own land and then virtually forbid the to bacco to be sold -- because of its danger to human life. There may be some indica tion as to tobacco's future in the fact that while population rose in 1968, cigarette sales were down more than 230 mil lion packs. any child, but cars cannot stop, on a dime. Please explain to them that cars do not weigh just a few pounds, they weigh thousands of pounds, cars are not toys you can play with. We want to finish out the summer months and the rest of their young lives without hearing they have been serious ly injured or killed because they dared a driver. If we have a pet and this pet gets killed we feel very badly. But this pet can be replaced, our chil dren ga^nnot be replaced like a pet. ¥ Drivers, if this continues sign a complaint with the police against the child or children and save them from a tragedy. Parents put yourself in the driv ers seat and just think of how you would feel if a child dared you and you could not avoid hitting the child.
