Th Drivw'« Seat German Road Building Program Refutes U.S. _i IJlghway Critics - Lately, / a few professional critics have taken pot-shots at Uncle Sam's highway building program. They accuse some of wanting to turn the nation into a "ribbon of concrete" and, knowing what's best for every one else, they vaguely hint that perhaps Americans really shouldn't have the best high way system in the world, after all. Arguments for a good high way system are obvious, how ever, that highway critics are having difficulty making much headway. Certainly, their ideas have made no headway in West Germany where the Bonn governnpent's Ministry of Traf fic and Transportation has an nounced a 15-year road construction program of a mag nitude unknown anywhere in the world outside of the United States. The plan calls for providing West German motorists with thousands of miles of freeways and four-lane expressways by 1985. The program is necessary because there will be about 20 million passenger cars in West Germany in 15 years -- about one for every three inhabitants. (It's an approximate one-to-two ratio in the U.S.) When the highway building program is completed, no town in Germany will be more than 10 miles from a freeway sys tem. Hie average will be six miles and in such densely pop ulated areas as the Ruhr, one will never be more than three miles from a freeway. | The program has important aims other than the lessening of overall traffic congestion. Highway systems will be de signed to provide better and speedier transportation be tween various German indus trial regions and neighboring countries. They will provide easy access to popular tourist 'and recreation areas, and also will be designed in such a man ner as to provide increased mobility -- and therefore in creased job opportunity -- to German citizens in economi- cally-depressed areas. Highways provide mobility -- and therefore increased free dom -- to everyone. That high way transportation is Amer ica's favorite means of trans portation is beyond question. A recent professional poll found that 88 per cent of Americans consider the private automo bile the "ideal mode of trans portation" for every trip ex cept business trips of more than 500 miles. The refunds will come from the nearly $32.5 million col lected under the 1967 amend ment to the Illinois Service Occupation Tax Act, the Ser vice Use Tax Act, and the Mun icipal and County Service Tax Act. These laws imposed a tax on four categories of services and uses furnished by retailers. They include: A. druggists selling drugs or medicine as registered pharmacists or druggists on the prescriptions of li censed physicians or other persons qualified to issue prescriptions. B. repairmen repairing, ren ovating, or reconditioning tangible property. C. graphic arts retailers or retailers from related oc cupations. D. tool and die makers sell ing specially made ma chines, tools, dies, jigs, patterns, gauges, or other specially made tools or e- quipment. The Illinois State Bar assoc iation explains that two groups of people have until Dec. 1, 1969, to apply for a tax refund from the $32.5 million collect ed. One group includes the cus tomers of any of the four bus inesses, if they were charged a service or use tax. In ad dition, service men may file if they paid the tax themselves in stead of passing it along to their customers. According- to the bar group, a purchaser requesting a re fund must file a separate claim for each service man to whom he paid the tax. The form is entitled "Claim for Refund- Purchaser." If the total pur chases on a sirfgle claim form exceed $200, for Which a tax of $10 or more was paid, the transaction must be verified by the service man. When such verification cannot be obtained, this should be indicated on the form and the service man's state registration number should then be included to fa cilitate processing. # Service men must file a blue form entitled "Claim for Re fund--Service Man," the ISBA points out. This form must be signed by the service man or by his authorized officer or repre sentative. Claimants may obtain forms, instructions with samples, and envelopes at irfost state and na tional banks. They will also be available at the offices of the State's Department of Revenue. Claim forms should be filled in completely and mailed to "Ill inois Tax Refund," P.O. Box 260, Chicago, Illinois 60690. All claims will be received and processed by the American Na tional Bank and Trust company of Chicago, which is the trus tee for the refund monies.
