Green St., | McHenry - no later than noon, December 19th) Sidelights If you can't shake hands with an old friend and talk to another over your right shoulder while slapping still a third on the back with the hand that's left over, you certainly don't qualify as a delegate, and you have abso­ lutely no business at the state's fifth Constitutional Conversion which convened in Springfield Dec. 8. Presiding at the Friday or­ ientation session was Senator Robert Coulson of Waukegan, chairman, par excellence, of the 1969 Illinois Constitution Study commission. The third in four years, the commission had been proposed by Rep. Robert Day of Peoria in order systematically to get things under way well in advance of the convention. And what a monumental task the commission performed! Working primarily in three sub­ committees, the commission suggested a set of rules to govern the convention; gather­ ed numerous background papers on various issues likely to ap­ pear on the agenda; produced a pamphlet outlining the his­ tory of constitution-making in Illinois; published a superbly annotated volume on the Ill­ inois Constitution, written by Professors Braden and Cohn; taped the constitutions of all fif­ ty states for convenient ref­ erence; and stocked the state library with all sorts of goodies to aid the delegates. Further, the commission made arrangements for innum­ erable housekeeping details, all the way from hiring doormen to providing pencils for the delegates. The best way to see the ben­ efit of this commission is to view it in the light of those other state Con-Cons across the nation which somehow patheti­ cally failed to function for lack of sufficient preparation. This 1969 commission truly did its job well. Commented one observer: "It sure is good to see so many new faces." One of the first delegates to arrive was Miss Glorias. Pugh- • sley of Chicago. Miss Pugh- sley has to be one of the warmest and most engaging personalities of the convention. She proudly pointed to the very spot in the chamber galleries from which she viewed the legislative pro­ ceedings many years ago. But Miss Pughsley is no sen­ timentalist, not by any shake of the stick. The fact that she had only been to th$ CapitqJ once in her lifetime is a stark testimony to her strong feel­ ings about state government in general. Foremost in Pughsley*s mind was the issue of home-rule. She regarded the majority of down-state legislators as far­ mers and rural folk, for the most part ignorant of the prob­ lems of the city, and what is worse, wholly indifferent - "How can they begin to cope with the problems of the ghetto?" As an example, she cited the time when the people of her district took steps to change the lights on their police cars from red to blue, and the body- color of the cars from black to blue-and-white. Before long, the plan had wormed its way into the state legislature and ul­ timately got nowhere. So Miss Pughsley has def­ inite ideas on the shape she would like the new constitu­ tion to assume. The Honorable Alfred E. Driscoll, governor of New Jer­ sey when that state won wide acclaim for successes in its own Con-Con, was one of the featured speakers Friday evening. He hailed the Illinois effort as an "historical oc­ casion" which he hoped would aspire to the "joyous adven­ ture" (and fun Was had by all!) experienced in his own state. In pointing out that "You are building for the ages," Mr. Driscoll cautioned against an elaborate constitution frought with legislative pitfalls. He urged the delegates to con­ sider long-range principles in contrast to short-term laws. He commended the com­ mission for the alphabetical seating arrangement in the house chambers and noted the non-partisan tenor of the entire organization as a good omen. He suggested the words of George Washington -- "Unity of Purpose" -- as a fitting key-note for the convention. One of the delegates found that the best position to under­ stand Mr. Driscoll's position was witn splayed legs, drooped eyelids, and angled head. The statement of this delegate's "position" was rudely inter­ rupted by a rousing applaud for Mr. Driscoll's parting salute.
