(PLAINDEALER PHOTO) MORE DRUGS SEIZED In its first year the Illinois Bureau of Investigation has seized more than 40 times as many drugs, as were confis cated in the previous year, ac cording to IBI Director Mitchell Ware. Created by the 76th Gen eral Assembly at the request of Gov. Richard B. Ogilvie, the IBI is the focal point of the De partment of Law Enforcement. Between July 1, 1969, and June 30, 1970, agents of the narcotic control division seized 17,492 capsules and tablets of LSD, 687,303 grams of marijuana and 119.43 grams of heroin, as C.D. of A. The column answers questions most frequently asked by taxpayers. Q) Are gambling losses de ductible? A) Gambling losses can only be used to offset gambling win nings if deductions are item ized. The law does not permit a taxpayer to use these losses to reduce his other income. CHARGE COUNTY MAN Richard J. Golbeck, 23, of 100 Pine court, Crystal Lake, was served with a warrant by Lt. Kranz of the McHenry Police department Wednesday of this week. Golbeck is charged with public indecency. Bond was set at $500 and the case set for Feb. 24 in Branch 3. Q) How do you decide which tax package to send people? A) These decisions are based on last year's returns. Each taxpayer is sent a package containing schedules he used to prepare his 1969 return. Q) Why did my tax with holding change? A) There are a number of reasons, some of thsm in creased withholding while others decreased withholding. Withholding rates for social security tax increased from 4.8 to 5.2 percent effective January 1. This would increase withholding for all taxpayers covered by Social Security. Income tax withholding rates wer^ lowered beginning in J anuary for single persons and those with low incomes. These changes result from the Tax Reform Act of 1969. Q) I have all the information I need to file my return ex cept for my W-2. Can I file without it? A) Every effort should be made to secure your W-2 statements in time to file a correct return before April 15. If you are unable to secure all W-2 statements, fill out your return based upon the best information available. An amended return can be filed when corrected information is secured. Q) Are conservation expenses deductible for a farmer? 9 rested for sale or possession of drugs for the fiscal year ending June 30, 1970, compared to 377 persons arrested for these violations for fiscal year ending June 30, 1969. A) Yes, farmers may de duct certain soil and water conservation expenses, that would otherwise have to be capitalized. However, if the land is sold within ten years special rules apply in calculat ing any gain. Q) Where do I send my return? A) Send it to the IRS re gional service center for your area. The addresses are listed in the tax form instructions. An envelope addressed to the center was included in the tax form package. Q) Where can I get a copy of the form on moving ex penses? A) This form is available at local IRS offices. Ask for Form 3903. Q) I sold my house last year. Do I have to report this on my tax return? A) You should report anv profit you made on the sale of the house as a capital gain. However, if within a year you purchased another house cost ing at least as much as the "adjusted sales price" of the one you sold, then tax on the gain is postponed. Tax on gains from home sales may be eliminated en tirely for those who are 65 years of age and who meet certain conditions.
