One of the greatest dangers to our own police department is the drive by officials in Washington to usurp that authority." Coster, a high federal official, had noted that there were over 40,000 law enforcement agencies in this country, and that "this many units form a completely ungovernable body." He then proposed regionalization of local police forces, which, along with federal subsidies, will destroy the autonomy and in­ dependence of local police forces. The regional program, en­ compassing eighty-four member school districts, the Special Education districts for Lake and McHenry counties, and Waukegan Unit District 60, provides educational facilities for 125 deaf, hard of hearing and deaf-blind children residing within the regional area. The three-year contract, amounting to as much as $100,700, will be used for cross training of all persons involved in the hearing-impaired child's life and development of model programs and materials. The funds will also be used for studies evaluating the ef­ fectiveness of this special -project, with nation-wide dissemination of the findings. A Regional Community Advisory board has been established and will be headed by Mrs. Joyce Weinbrenner of Mundelein, herself a parent of a pre-school hearing impaired child. L.D. Vuillemot serves as director of Lake County's Special Education district. Robert Bittner, chief psychologist for the Special Education district, will serve as director of the TITLE III ESA program.
