Cowlin, State's Attorney, McHenry county, Woodstock, was commended this past week by James Baylor, director of insurance of the state of Illinois for the prompt and aggressive action in the prosecution of Robert R. Spence, aged 26 years, a former insurance agent of 3404 Michael drive, Rockford, who swindled persons aged 55 to 92 in ten Illinois counties and in Monroe and Albany, Wis., of $28,588.00 in 1970 and 1971. Spence represented that old lapsed policies would be paid up for life or that 12 or 15 percent interest would be paid on monies obtained, and other false pretenses. Spence was indicted for grand theft by the McHenry county grand jury Sept. 7,1971, and pleaded guilty to grand theft Sept. 23. Spence had defrauded Mrs. Elsie Schultz, 81, of Harvard, of $3,970.00. Mr. Cowlin informed the court that the father of Spence had ASK STATE PERMIT Four applications for con struction permits have been received by the Illinois Division of Waterways. Judge Carroll sentenced Spence as per Cowlin's recommendations. Spence had no prior record. The investigation in the case was handled by John Gorby, assistant State's Attorney and by Robert C. Chapman of the Department of Insurance. Mr. Baylor suggests to all aged persons who are presented with "money investing ideas" that they consult a son, daughter, lawyer or their banker for advice.
