Still, Woodstock, county chairman of the savings bonds committee. Purchases in the state of Illinois were up 5.8 percent for a total of $24,405,107, according to Clarence S. Sochowski, market director of the Treasury savings bonds division. BUDGET PROBLEMS Five legislators joined Budget Director John W. McCarter Jr. in announcing a plan to solve budgetary problems at five universities within funds earmarked for higher education in the governors budget. McCarter explained that the money for Illinois sales represented 5.9 percent of the national total of $415 million and 86.2 percent of the state's 1971 quota of $313,600,000 has been reached in the first nine months. As of Sept. 30, the dollar amount outstanding reached a new all time peak of 54.2 billion. cost-of-living increases would be transferred from other budgetary items of lesser need. For the University of Illinois, an additional $4.2 million will be added to the personal ser­ vices line item. The money will be taken from federal overhead funds and from money set aside in the original appropriation for equipment. For four other institutions under the Board of Governors, an additional $2.8 million will be transferred to the personal services line item from excess income funds and capital line items.
