Vaccination For Rabies In Cats Urged Dr. J.V. Johnson, director of McHenry County Animal Disease Control, recently received communications from the office of Veterinary Public Health Services, Center for Disease Control, recom­ mending that all cats be vac­ cinated against rabies an­ nually. The recommendation was that cats be vaccinated initially when they are between 5 and 6 months of age and that any of the vaccines other than those containing the LEP Flury strain of virus be used. Dr. Johnson stated that rabies is endemic in wildlife in McHenry county, particularly the skunk and fox. A red bat in the Cary area was reported found positive for rabies this summer. The cat, which by nature goes on unescorted forays looking Tor birds, mice and other small wildlife, is a prime target for the bite of a rabid animal. Why has there not been an enforcement program for rabies vaccination of cats as there is for dogs? Dr. Johnson said in 1953 the late Adlai Stevenson vetoed the bill which was designed to restrict cats to their own premises. His reason for withholdirg his approval of Senate Bill 93 was that he thought the State of Illinois and its local governing bodies had enough to do without trying to control feline delinquency. However, Dr. Johnson said he apparently overlooked the public health hazard of feline rabies. Subsequently, several municipalities have taken steps toward setting up ordinances restricting and requiring vaccination of all cats. Johnson stated that it is unreasonable to have restrictive ordinances for one domestic species and allow another the freedom to create public nuisances, and pose a public health hazard by not being protected against rabies. It is unreasonable to allow a dangerous or unhealthy con­ dition to persist in areas which have had population increases and other changes in the character of the area, con- tributary to the need for restrictive measures on all pets. The resultant measures can be beneficial to everyone including the index pet. It is axiomatic that unrestricted, unvaccinated, unregistered pets are uncared- for animals, and often are a traffic hazard as well as a health hazard to the public. Rabies in dogs has declined Service News Ronald G. Miller, son of Mr. John Miller of 4700 W. Shore drive, and husband of the former Miss Laura L. Raasch of 805 N. Lillian, both of McHenry, has returned to Camp Lejeune, N.C., after completing special training in Puerto Rico with the Second Marine division's Sixth Marines. Navy Lieutenant (junior grade) Warren L. Johnson, son of Mr. and Mrs. Henry Johnson of 5101 Fountain lane, McHenry, is in the Mediterranean aboard the 80,000 ton attack aircraft carrier USS Independance, homeported at Norfolk, Va. His ship has so far visited Scotland and Italy, and is scheduled to spend the Thanksgiving and Christmas holidays in Athens and return to Norfolk in March. in the United States due to the immune barrier between wildlife and the dog, afforded by rabies vaccinations. In 1969 there were 165 laboratory confirmed cases and eleven clinical cases of rabies in cats. In 1965, Illinois experienced an unusually high number of cat" rabies cases and the Depart­ ment of Agriculture and Department of Health were ready to impose a state quarantine on all cats. Cat owners are urged to safeguard themselves, their community and their pets by following the recommendation of the Public Health Service in giving their cats the same rabies protection as their dogs. Bites or scratches inflicted by unvaccinated cats are poten­ tially hazardous and cause considerable anxiety to the victim. Zoning Under Discussion For Young Farmers "There should be no com­ petition between state and local government in regard to zoning. Instead, there should be a recognition that each has a vital interest in land use policies and practices. They are partners in the joint ven­ ture of protecting our en­ vironment, upholding human rights, and fostering respon­ sible governmental action." This statement was made by Rep. Eugene F. Schlickman, speaker at an Illinois Farm Bureau Young Farmers meeting in conjunction with the fifty-seventh annual meeting of the Illinois Agricultural association in Chicago recently. Rep. Schlickman is chairman of the Illinois zoning laws study commission. "The state has neither the time nor the inclination to dictate how our towns and counties are individually planned and zoned, provided the health, safety and welfare of all the inhabitants of Illinois are not adversely affected." Reveal Source Of Corneal Tissue For Transplanting New methods of freezing human corneas for long range storage have resulted in another source of corneal tissue for transplantation, according to Maurice Rabb, M.D., medical director of the Illinois Eye Bank. The Eye Bank is funded and administered by the Illinois Society for the Prevention of Blindness. Stains have been developed which may help identify changes in corneal transplant tissue that might make it unsuitable for transplant surgery. A factor over which there is no control at present is the development of an allergy to the donor tissue. This can be treated but if it does not respond the graft turns cloudy. There is always some chance of this reaction developing, following tran­ splantation. Three chemicals have been found which successfully delay and even suppress graft reaction in animals and there­ fore might be useful in man in the future. Animal tests in­ dicate that it probably will soon be possible to replace scarred corneas with artificial plastic corneas and restore sight. Some artificial corneas have already been used in humans successfully in several in­ stitutions in the country but more investigative work must be done before they are used widely. Keynote To Success Russell Cooper, in addition to serving as principal of Landmark school, is also director of Special Projects. He must daily contend with all the many tasks of administrating a school, as well as spend much time keeping the Title programs in operation. These programs are federally funded and do not require school monies to operate. They are used for helping to pay teachers' salaries, purchasing books and audio-visual supplies, and providing teacher substitutes. Special teachers' in-service funds are also available through the title projects. District 15 feels McHenry should be proud of Mr. Cooper, who in ad­ dition to handling two complicated positions, is also working toward his doctorate at Northern Illinois university. One may very well inquire, "How does he find the time?" This question could be an­ swered by one word, "organization". Mr. Cooper has his school, his title programs, and his course work organized to the degree that he is successful in all.
