PAGE 12-PLAINDEALER-FRIDAY, NOVEMBER 26, 1971 Ask Public Support For Fox Watershed Hearing Concerned citizens in eight counties arc presently circylating petitions to put the issue of whether or not the people living within the Fox River watershed wish to control their own destiny The issue at hand is to place before the public the proposition of establishing a river conservancy district for the entire watershed One percent of the registered voters living within the watershed must sign the petition in order for the circuit court to hold a public hearing to hear objections,determine the boundaries, and set the date of the election The River conservancy district law in Illinois is an old one dating back to 1927. and has been effective in the Rend Uike area, and more recently in the McKee* Creek watershed The con­ servancy district is not a super-organization, but one which provides coordination between those agencies and governments within the prescribed boundaries Dec. l'. 1971. is the target date for having petitions signed The Fox River Watershed Conservancy Study Committee, Inc.. a not-for-profit corporation founded for the protection of the resources of the Fox River basin, have compiled the following most asked questions, for which thev have provided answers. WHAT IS IT° A River Conservancy district is an organizational structure, provided for in Illinois "law, by which people living in a common watershed can determine their own needs, own activities, and enact their own ordinances to protect the watershed from abusive uses, pollution, and floods The boundaries of any watershed are natural boundaries, and not political boundaries. These watershed boundaries are determined by qualified scientists of the U.S. Soil Conservation service cooperating with the Soil and water Con­ servation districts /WHY HAVE A FOX RIVER W ATERSHED9 There is a need for the protection and preservation of the Fox River basin, its resources; and the right to maintain the quality of life should be determined by the people within the Fox River Watershed basin. WHO RUNS IT? The district is governed by a board of trustees appointed by the mayors of the municipalities in the watershed and members of the General Assembly whose districts are in the area of the con servancy district In the 1971 session of the Illinois General Assembly, amendments were made in the law to provide for equal countv and municipal representation. WHERE DOES IT GET ITS MONEY? The district may levy a tax not to exceed 0.083 per cent of the property value as equalized or assessed ( ie., the maximum tax is $8.30 per $10,000 of assessed valuation). Only by favorable public referendum can this tax rate be increased. WHAT CAN A RIVER CONSERVANCY DISTRICT DO? Supervise and regulate water flow . . . Construct and maintain fishwavs . Prevent pollution . . . Police powers for the above purposes of the district . . . Acquire land . . . Replat land . . . Provide for forests, wildlife areas, and parks if not provided by others Protect public health . . . Cooperate with any and all other agencies. WHAT IT CAN'T DO- Sell electricity or water power . . . Create zoning ordinances . . Restrict development of municipalities or other districts within its boundaries . . . HOW DO WE GET THE FOX RIVER WATERSHED CONSERVANCY DISTRICT? First, a petition signed by one percent of the legal voters, requesting a circuit court hearing to establish the boundaries and set the date for a referendum election. Second, the legal voters within the watershed boundaries may approve or reject the district at the polls A majority of those voting is required for passage. Here & There In BUSINESS Announce New Savings Program For Handicapped James Haake, vocational rehabilitation counselor for the Pioneer Center for the Ex­ ceptional, Ronald J. Vacula, and Ormel Prouse, assistant vice-presidents of the McHenry State Bank, have announced the completion of preparations for the establishment of a savings program for the handicapped citizens who are employed at the Pioneer Center for the Exceptional in Mc- Cullom Lake. The savings program will provide participants an op­ portunity to become familiar with the bank and banking procedures, to develop a systematic savings and in­ vestment program, which will help provide for them at a future time, when they cannot care for themselves, and vill be a means of teaching the rudiments of mathematics. Each client will learn to make out a deposit slip, deposit the money, keep his own record of the account, and make oc­ casional visits to the bank to check his personal record with that of the bank, as well as learn other banking procedures Officials of both institutions believe this cooperative program will be of great benefit to the handicapped par­ ticipants.
