What makes it especially serious is that modern lahoraloiy tech­ niques can detect the presence of the vims in only a fraction of the contaminated hlood I he t isk ot receiving such hlood on the operating tahle is com­ pletely unacceptable in this era of modern medical science. Although a patient pays at least l ive tunes more for Mood from commercial sources than he would lor hlood from solunteei donors, his chance ol contracting hepatit is is 10 times greater. Hundreds of lives are saved each year in the opcryfing room with amazing new drugs and medical techniques--only to he lost w h e n poisoned Mood is pumped into the pa­ tients' vein.s. Somehow, we have to reduce th.it r isk. And the obvious way is to increase our supply of volunteer hlood. I hat's w hat this new program is al l ahout. At my request, the General A s s e m b l y l a s t s p r i n g s e t a s i d e $10(1,00(1 for the establishment of a statewide computerized system for inventorying a n d cataloging blood, and to assist private organi­ zations in recruit ing new donors. I ast month. I had the pleasure of presenting the first check, for * 10,000. to off icers of the Metro­ politan ( hicago Hlood ( ouncil to help sign up 250.000 blood donors in the < hicago area alone. And similar piograms are getting under ss as in other communities. Our eventual goal is nothing less than to eliminate entirely the use ot commercial hlood. I his program dif lers from pre­ vious blood drives in one important respect: We are not actually asking for b l o o d . R a t h e r , w e a r e a s k i n g people to pledge to donate blood at the t ime when it is needed. In this manner, medical off icials can assure the availabil i ty of blood -- which has a l imited l i fe before it becomes useless -- on a regular, constant basis. I here is another aspect to the hlood program which has nothing to do with public health. This is the aspect of volun­ tarism, of giving individual citizens who care about their fellow men an outlet for their concern. No effort we undertake could more eloquently combine our de­ termination to enhance the quality of our l ives with the overriding need for effective, self less cit izen involvement. In every sense, this is a citizen program. Its success depends en­ tirely on the people of I l l inois -- not on its govei nment. Government cannot manufacture blood, nor can it force cit izens to donate hlood. Hut it can play a subsidiary role in providing the financial and technical resources to help get <1 voluntary blood pro­ gram off the ground. I believe that's the most im­ portant role of government -- harnessing the tremendous energies and concerns of indi­ vidual citizens, and channel­ ing them into pursuits which work to everybody's benefit. I hat certainly describes the vol­ unteer hlood donor program. It 's a private effort, fueled hy people who care, run by the people who appreciate the problem, and financed 111 part by government icsouices.
