/ Here & There In BUSINESS Illinois Bell Asks Financial Relief From ICC Illinois Bell Telephone Tuesday asked the Illinois Commerce commission for stop-gap financial relief to head off severe and worsening earnings problems. The company emphasized that its motion, filed with the commission in Springfield, is not a new request for a rate increase-but is part of its existing case which began almost five months ago and has been the subject of a long series of public hearings. In Tuesday's motion, Illinois Bell seeks a partial relief of $122 million, half of which will go for taxes. The company also volunteered to refund any in­ terim "increase which may eventually be held to exceed a just and reasonable rate." The full general rate request, second in eighteen years, is expected to be ruled on later this year. Amount of the full request is $182 million. The ICC will continue to conduct public hearings. List Common Errors On Tax Returns Avoiding common errors in filing tax returns will mean early refunds for Illinois tax­ payers. According to George E. Mahin, director of the Illinois Department of Revenue, the following eight errors are made frequently by taxpayers and tax practitioners: 1. Social Security number omitted, incomplete, or inaccurate. 2. Required attachments not enclosed (usually the W-2). 3. "Refund" and "Balance Due" lines interchanged. 4. Errors in addition and subtraction. 5. Checks made out to other than the Illinois Department of Revenue. On returns filed by prac­ titioners, there are three common errors: 1. Errors in addition and subtraction. 2. Returns sent in are mathematically correct but have no signatures (a signature is required to make the return valid). 3. Information for one return typed or printed on another taxpayer's form. Mahin emphasized double- checking a return before it is filed. Under a new policy for streamlining the processing procedure, incomplete returns will be sent back to the tax­ payer for completion before processing will begin. Any Illinois taxpayer desiring help with the IL-1040 can telephone the Department of Revenue at 641-2150 in Cook County, or downstate toll-free by dialing 800-972-1630.
