News Q - Can it be arranged with the Veterans Administration to automatically apply dividends from my G.I. life insurance policy toward payment of the loan on the policy? A - Yes, if you request VA to use your dividends for that purpose. Q - I am a veteran eligible for G.I. home loan benefits. Will VA guarantee a loan to buy a used mobile home? A - No. Current regulations authorize only the purchase of new mobile homes with VA - guaranteed loans. Q -- I was honorably discharged from military Bar Group Issues Advance Warning Against Gyp Home Repair Peddlers The Illinois State Bar Association today issued what is described an "early warning" to Illinois residents to beware of gyp home im provement peddlers who are bound to be knocking on doors with the first sign of spring. The ISBA said it decided to issue its usual warning now, rather than wait until spring, because so many homeowners still are taken in by gyp operators each year. "People who are anxious to have repairs or improvements made to their property with the first break in the weather often do not stop to investigate the word or reliability of the person with whom they are dealing," the ISBA said. These people, it said, are in danger of being fleeced of hundreds or even thousands of dollars. While pointing out that most home improvement con tractors are perfectly reliable, the ISBA said there are certain steps every homeowner should take to protect himself against unscrupulous dealers who do shoddy work, use inferior materials or perhaps skip town with an advance payment from the homeowner. The bar group recommended that all or some of the following precautions should be considered by anyone who will be contracting for repairs or improvements to his property this coming spring or at any time: 1) Ask relatives or friends to recommend contractors with whom they have had satisfactory experience. 2) Call the Better Business Bureau Association of Com merce to determine whether any complaints have been made against the contractor. 3) Ask the contractor for references, including names of customers who hired him for work similar to yours. Look at photographs of those jobs and, if possible, visit one or more uf service after serving from May 1, 1955, to May 7, 1959. Am I eligible for VA educational assistance? A - Yes. Any veteran is eligible for this benefit after serving more than 180 days of active duty, any part of it after Jan. 31, 1955, and receiving an other than dishonorable discharge. Veterans released for service connected disabilities (regardless of length of service) and ser vicemen with more than 180 days of service are also eligible. Generally, a permit is required to build a garage, make an addition to the house, or alter or expand plumbing or electrical work. 7) Demand a written contract that includes detailed specifications, the date the work should start, price to be paid, materials to be used and the date of completion. 8) Make a down payment that is no larger than is necessary to show good faith. Generally, 5 to 10 percent is adequate. 9) Additonal payments should be made only as the contractor provides written lien waivers showing that he has paid labor and material costs for work already com p l e t e d . S u b c o n t r a c t o r s c a n legally demand payment by the property owner if they are not paid by the contractor and they have a lien, or claim, on the property until payment is made. If the work is extensive, arrange for a bank, mortgage company, or other financial institution to handle payments. 10) Finally, don't select a contractor simply on the basis of a low bid. The low bidder may not necessarily be the best performer. Also, he may have u n d e r e s t i m a t e d t h e a c t u a l costs of doing the job correctly. you CANT SEE OBSTACLES With yooR REFERENDUM SUPPORT - Bob Schultz, president of the McHenry County Industrial Training and Education association, presents a check for $1,500 in support of the MCC referendum scheduled for Saturday, Feb. 26, to Mrs. Lori Huml, president of the McHenry County Educational foundation.
