All-weather is the watch word, and the new silhou ettes of the season are styled to go anywhere, any time. . Look for smocks in all lengths, Chinese mandarin collars and quilting, naval officers' coats, shoulder pads and dropped sleeves, and long coats cut on the bias to cover maxi dresses and skirts. Or, at the other extreme, short shirtcoats and smock tops worn with weather re sistant pants. Ladylike -Do's Back The lady-like look of the Colbert and Lamar era has returned in this season's hair styling. Whether it is super-short or long, hair is fitted to the head. Gleaming and daz zling with health and beau ty, hair will be expertly shaped to naturally suit the personality of the wearer. The cut still remains the most important thing and, where body or cur l is needed, the body p$rm will be put into play, reports Helene Curtis. The new short and curly head may sport a gardenia or two to set a romantic, nostalgic mood. Or, short and wavy locks can be worn alone, accented with a bar- rette, or snugly under a veiled cloche. The longer looks are brushed into clus ters of curls at the shoul ders. A silken sweep of part ed hair, in either length, uses curls and tendrils to interpret the spring and summer headlines. The new spirit in fashion design seems to be the re sult of an Interesting, and unexpected, switch. Formerly only a few cou ture designers issued firm dictates on what should be worn, with most women fol lowing, and sometimes with disastrous effects. Then, something hap pened. Youth began to rebel against the Imposed rules and regulations of dress. They began to create their own styles. At the same time, many young designers were trying to create a more contempo rary expression in clothing. Both designers and wearers were rejecting the estab l ished order of th ings. Things haven't been the same since. So stro: many signers began to do versions of the cloth rongw of thi was this Impact, e couture de- o do vers ing of the young. Things began to hum. New designers came into the fashion picture. Many have been, and most likely will continue to be. fashion award winners. Suddenly the status of fashion wasn't a label by the few -- and many times only for the few. During this t ime of change, occurring in the mid-sixties, a new group of young designers was formed --calling themselves Design America. They created many excit ing new looks, and a whole new era of fashion is speed ing into the Seventies. Eve ry segment of fashion is being stimulated. The new lifestyles of everyone, of every age, are being consid ered and accommodated. Afoot: Clear, Bright Colors Always basic to the leath er shofe look is color. For spring most colors are clean, bright and unpolluted. Clear red, blue, lemon, green are Important alone or In com binations. Bright pink, lilac and orange also coordinate well with other shades. Red, navy and white team-up or go it separately. Also afoot are neutrals: stone beige, camel, briar, chamois, as well as the deep rich browns and black-ana-white. . 6"
