McHenry County Farm Bureau is working closely with farm people involved in the Algonquin township tax assessment situation, and last week sponsored a meeting between some Algonquin area farmers and two knowledgeable people on the staff of the Il­ linois^ Agricultural association. Herb Klynstra, legislative specialist in the IAA depart­ ment of local government, and Richard McKane, IAA taxation department official, discussed what can be done to aid citizens who feel their tax assessments are high. The two specialists - in legislation and taxation -- of­ fered suggestions and outlined rights each person has under the law, such as: 1. File petition with the Board of Review. 2. Have a personal interview with the Board of Review. 3. Appeal the case to the State Property of Tax Appeal Board. About 2,500 protests have been filed in Algonquin township. Klynstra and McKane also told the audience the duties and responsibilities of the Supervisor of Assessments and the Board of Review. Attending - keenly interested because he is an Algonquin township resident and because he has a major responsibility as chairman of the Board of Review - was G. Watson Lowe. Also attending were the members of th Farm Bureau community action committee which sponsored the meeting, and members of the McHenry County Agricultural Extension council. Howard Ruth, Grafton township supervisor, was an interested participant in this vital meeting, a session where farmers are striving to learn how to determine what a fair tax assessment is and how they should proceed in this growing crisis sure to effect all citizens. Just when tax bills can be prepared and distributed is unknown, because even after the protests have been acted on by the Board of Review, County Clerk Vernon Kays and his staff must extend the taxes so that proper amounts can be collected for various taxing bodies. Ordinarily, the first tax bill is due June 1 and the final one Sept. 1, with money needed to keep schools, local govern­ ments and other taxing units PAGE 13-PLAINDEALER-FRIDAY, APRIL 28, 1972 running. As the biggest tax recipient, schools in the county are most severely threatened, and deficit spending via an­ ticipation warrants is a chance solution. Klynstra said some legislation might be considered to alleviate the situation at the present General Assembly but, of course, that would not help the present situation. » HELLO . . .
