Gregory, Whispering Hills, was pronounced dead on arrival at McHenry hospital Wednesday, May 24. Mr. Hess was born Nov. 28, 1898, in Indiana. He was a foreman for an office supply manufacturing company, and in later years served as desk man for the city of McHenry Police department. Survivors include his wife, Mary E. (Depta) to whom he was married Jan. 1, 1944. He also leaves three daughters, Mrs. Edward (Sally) Baranowski of Ontarioville, 111., Mrs. Richard (Arlene) Prybell of Schaumburg and Mrs. Robert (Connie) Hansen of McHenry ; three sons, James E. Jr., of Chicago, Theodore E. of Willow Springs and George L. of Buffalo Grove, 111.; also fourteen grandchildren. The Rev. Willis Walker of Mount Hope Methodist church will officiate at last rites to be held Saturday morning at 10 o'clock at the George R. Justen & Son funeral home. Interment will be private. The body rests at the chapel until the time of services. EDUCATION REQUIRED Addressing 600 special education administrators, teachers, parents and other professionals from six Midwest states, Gov. Richard B. Ogilvie called on local school districts to guarantee a full range of educational services to all handicapped children. Ogilvie cited a 1969 law requiring Illinois public schools to provide programs for han dicapped youngsters as "good sense from the standpoint of practical economics, for it costs far less to provide even the most sophisticated educational services than it does to care for the han dicapped individual throughout an adult lifetime." Newspaper columnist Dave Condon and Chicago Park District Director of Recreation Bill Barbaro officiated at these early morning ceremonies and introduced 12- year-old Michael Charles, 10801 S. Normal Ave., Chicago, who had the honor of being the of ficial torch bearer for the 1972 Chicago Park District Special Olympics for the Retarded. Michael, who attends Ada S. McKinley Center, ran the length of the field with the special Olympics flame of hope and was lifted to the 30 foot torch by one of the fire department's snorkle units. As the light was kindled, the whistle blew and the 1972 meets were on.
