NOTICE NOTICE IS HEREBY GIVEN that in compliance with the provision of the McHenry County Zoning Ordinance, a public hearing will be held by the McHenry County Zoning Board of Appeals relative to a Hearings to review real estate tax assessment prac tices in McHenry county will begin early in August. The hearings will be con ducted by Richard Kissel, special assistant to the director of the Department of Local Government Affairs. "Because of the number of complaints from McHenry county taxpayers received by the Governor's office, public hearings on the Mc Henry real estate tax assessment problem will be held," Kissel said. The hearings are set for 10 a.m. to noon, and 1:30 to 5 p.m. Saturday or evening sessions are also planned, but dates and times for them have not yet been confirmed, Kissel said. The following rules are necessary to aid the free flow of information, in accordance with the purpose of these hearings. To insure maximum access to the floor, all persons wishing to participate in these hearings should contact Ralph Berke or Scott Sanger at 312-793-5544. For scheduling purposes, prospective participants are requested to submit all printed materials prior to the hearings, as well as the approximate time necessary for the x presentation of the testimony. The reservation of time merely assures a person or organization that they will be called to testify on a particular date, and does not preclude others from testifying, if time permits. t - - 3. The Department of Local Government Affairs shall publish the dite of hearing at least one week prior to the date set for any hearing. The Department shall make every effort to solicit the help of the local media to see that the hearing dates are given adequate publicity. J 4. The hearings shall be conducted by a hearing officer appointed by the Director of Local Government Affairs. The hearing officer shall have the duty to conduct a fair hearing, to maintain order and to ensure the development of a clear and complete record. He shall have all powers necessary to these ends including, but not limited to, the power to: (a) require prior submission of testimony and exhibits in writing; (b) require all persons and organizations to state their position with respect to the subject matter of the hearing; (c) examine witnesses and direct witnesses to testify; (d) regulate the course of the hearing; and (e) limit the number of times any witness may testify, limit repetitious or cumulative testimony, and establish reasonable limits on the amount of time each witness may testify. 5. Members of the staff of the Department of Local Govern ment Affairs shall be permitted to examine the witnesses. Also, the hearing officer may allow the witness to be questioned by any other person attending the hearing so long as the questions are not repetitious or harassing. 6. To the extent possible, all persons and organizations who intend to testify shall submit their testimony to the Department in advance of the date on which the person or organization is scheduled to testify. 7. All testimony taken at the hearings will be recorded and a transcript of , the testimony shall be made. The transcript and the exhibits attached \ereto shall be made available any person upon payment of a reasonable fee for reproduction of the documents. 8. After the hearings are concluded, the hearing officer shall prepare a final report for submission to the Director of the Department of Local Government Affairs. Said report shall include a summary of the testimony taken and, if deemed appropriate by the hearing officer, recom mendations for action by the Director. "The hearing format will allow full citizen participation," Kissel continued. "The public may ask questions from the floor, and may obtain copies of all transcripts." The purpose of the hearings, Kissel explained, is to provide citizens and taxpayer^ in McHenry county with the op portunity to present their views on real property assessments in that county. Upon completion State To Mail Rules Of Road On Renewals Drivers whose renewal notices inform them that they must take the drivers license examination will receive a copy of the new, revised Rules of the Road booklet, the state's driver manual, Secretary of State John W. Lewis has announced. Previously, those drivers received only the renewal notice, and were left to their own devices to obtain study material to prepare for the examination, he said. Some special printing and mechanical procedures remain to be completed, but it is ex pected that the project can be started by Aug. 1, Lewis said. To keep postage costs to a minimum, the booklet will be forwarded by third class mail a week prior to mailing the renewal notice, which is first class mail, the Secretary ex plained. Drivers not required to take the examination at renewal time will receive a post card with their notices which they may mail to the Secretary of State's office, and a copy of the booklet will be sent by return mail. Supplies of the new booklet are currently being distributed to Drivers License examining stations throughout the state and are being made available to other organizations upon request, such as banks, newspaper offices, automobile dealers and currency ex changes.
