Howlett Guest Speaker This Week In City The Secretary of State's office should be updated with advanced business techniques to "bring it into the 20th Cen­ tury," Michael J. Howlett, Democratic candidate for the office, said Wednesday night. Howlett, Illinois' Auditor of Public Accounts, discussed his plans for strengthening the office at a dinner in his honor sponsored by McHenry County Democratic Central committee in the V.F.W. clubhouse. "Illinois residents who apply by mail for driver's licenses, vehicle license plates and certificates of title frequently complain of lengthy delays in service from the Secretary's office," said Howlett. "In the Auditor's office, we have been able to process work loads to get checks on their way to a recipient within three to five days after we receive vouchers for payment. "If we have the technology to send men to the moon, and monitor their heartbeats while they are there, we should have enough know-how to provide adequate communication and faster service between the Secretary's office and the public. "We should be able to issue licenses and title certificates in days, not weeks, even for ap­ plicants who can't come to the Secretary's office," Howlett added.
