Whenever the term "motor vehicle" is used in this chapter it shall be construed to include automobiles, locomobiles and all other vehicles propelled otherwise than by muscular power, except traction engines and rollers, the cars of electric and'steam railways, and other motor vehicles running only updri rails or tracks, but nothing iri this article shall be construed to apply to or affect bicycles or tricycles or such other vehicles as are propelled exclusively by human muscular power. Section 2. LICENSE. Every owner or operator of a motor vehicle or motor bicvcle, who resides within the Village, shall pay each year to the Clerk a tax or license fee for the use of each motor vehicle or motor bicycle used on any public street or highway within the Village. Section 3. FEES. The annual fee to be paid for vehicle licenses shall be payable on or before January 31, of each and every years, and such fee shall be as follows: Passenger Vehicles, for each - $3.00 Motorcycles, for each - $2.00 Trucks, shall be classified according to weight and the weights and fees for each such vehicle shall be as follows: Class "A", 5,000 pounds or less - $3.00 (foss "B". over 5,000 pounds but not more than 12,000 pounds - $5.00. Class "C", Over 12,000 pounds but not more than 15,000 pounds - $5.00 "f.. . Class "D", over 15,000 pounds - $5.00 Truck weight shall be determined in the manner prescribed by statute for determining these factors for the purpose of fixing State license fees. All such vehicle licenses shall expire on the 31st day of December following the date of issuance. The annual vehicle license fee to be paid by resident owners and operators who own or who rate a motor vehicle within ry 1 of any such year, but who fail to obtain a vehicle license on or before January 31 of such year shall be increased by 50 Dercent when such license is obtained after January 31, but on or before March l of such year, and it ope the shall be increased by 100 percent When such license is obtained after March l of said year. Those persons who become vehicle owners, operators or residents of the Village after January 1 of any such year, but before July 1, shall pay the veh­ icle license fee set forth in paragraph i of this section provided such license is ob­ tained within 30 days after such vehicle ownership is acquired such vehicle isxommenced or Village residency is com­ menced. If the vehicle license is obtained more than 30 days but less than 60 days after any of such events, the license fee set forth in paragraph I of this s®ct'on shall be increased by an additional 50 percent. If the vehicle license is obtained 60 or more days after any of such events, the license fee set forth 1 u P,ai"agrah l of this section shall be increased by an ad­ ditional 100 percent. Those persons who become vehicle owners, operators or residents of the Village after June 30 of any such year shall pay a vehicle license fee equal to 50 percent of the fee set forth in paragraph l of this section provided such license is ob­ tained within 30 days after such vehicle ownership is acquired, such vehicle operation is commenced or Village residency js commenced. If the vehicle license is obtained more than 30 days but less than 60 days after any of such events, the said 50 percent license fee shall be increased by an additional 50 percent thereof. If the vehicle license is obtained 60 or more days after any of such events, the said 50 percent license fee shall be increased by an additional 100 percent thereof. No new vehicle license shall be required for any vehicle which is acquired as a replacement for a vehicle currently licensed by the Village. Village vehicle licenses are not transferable to subsequent owners. Section 4. DEALERS LICENSE. The license plate or tag issued to dealers in motor vehicles held for sale and used only for demonstrations may be transferred to any other vehicle so held and used by the same dealer in the Village; provided that such dealer shall procure one license for each motor vehicle so held by him at any one time during the year. Section 5. APPLICATION- ISSUANCE. Every owner or operator of a motor vehicle or motor bicycle desiring a license for such motor vehicle or motor bicycle shall file an application ith the Village Clerk, upon a illagi form provided bv the Clerk, f ipon Clerl From the purchase of white canes for, the blind to support of sophisticated laser beam equipment to prevent blindness is the history of Lions Candy Day in Illinois. Illinois Lions Candy Day for the Blind is Friday, Oct. 6, with a record goal of $850,000. That is a, 100 fold increase from the original Candy Day collection of $8,000 twenty years ago! Since then more than six and one-half million dollars has been contributed and distributed to help the blind and visually handicapped. And since those early days the services, projects and works have increased and expanded. "Help is just more than buying that cane or un­ derwriting a newsstand for a blind vendor," said A.G. "Ang" Marcheschi, of Niles, state Candy Day chairman. "Help is preventing needless blindness through early glaucoma detection. It's surgery for a setting forth the name and address-of the applicant, and a description of the motor vehicle or motor bicycle for which a license is desired. Upon the payment by the applicant of the tee prescribed, the Clerk shall issue a license which shall be attested by him, authorizing the operation of such motor vehicle or motor bicvcle within the Village until the expiration of the license. Section 6. PLATE OR TAG. Every motor vehicle licensee shall be given a receipt and a serially numbered motor vehicle license plate or tag upon payment of the aforesaid fee. Such plate or tag shall bear atiMBBMlMB a designation showing the yt for which it is issued. It shall perman<ti^ ear be affixed and j.legible on the inside front window of the licensed motor vehicle as soon as possible after issuance, except that in the case of a motor bicycle, the plate or tag shall be permanently affixed to some publicly visible part of the motor bicycle. Section 7. REPLACEMENT PLATES OR TAGS. Upon the loss, destruction or mutilation of such plate or tag, or upon the sale and replacement of a vehicle licensed by the Village, the licensee shall obtain a replacement fee of $1.00 and shall affix it in the manner heretofore described. Section 8. RECORDS AND USE OF VEHICLE LICENSE FEES: The Village Clerk shall keep a duplicate of all receipts issued for vehicle license fees and shall report the amount that is collected each month to the Board of Trustees and Village Treasurer. All fees collected from the issuance of such vehicle licenses shall be used for street repairs and maintenance to the greatest extent possible. Section 9. PENALTY. Any person, firm or corporation violating any provision of this chapter shall be fined not less than Ten Dollars ($10.00) nor , more than One Hundred Dollars ($100.00) for each of­ fense; and a separate offense shall be deemed committed on each day during or on which a violation occurs or continues. Section 10. The provisions of this ordinance shall apply to the licensing of vehicles for the year 1973 and for subsequent years, and all other ordinances, or parts of ordinances, in conflict with this ordinance are hereby repealed. LIONS CANDY CONTRIBUTION - Mayor Donald Doherty, right, contributes the first dollar to the 1972 Lions Candy day campaign, to be held in McHenry Oct. 7. This year's chairman, Sam Grant, informed the aiayorj of the generous acceptance the Lions have always received froih people of the community In this annual fund raising drive. Money raised Is contributed by the local club to various blind activities such as Leader Dogs, Hadley School for the Blind, and Dialogue (a recorded magaxine for the blind). And it's that laser beam in a newly developed "argon laser photocoagulator" at the University of Illinois Medical center campus used to prevent blinding side effects of diabetes and sickle cell anemia. Candy Day originated in the Chicago area and spread throughout the state and country as a dramatic ex­ pression of the Lions' creed of Service to Others. In 1925 that service was channeled to the blind and visually handicapped after an appeal from Helen Keller, the courageous blind and deaf woman who pioneered help for this forgotten group. She addressed the In­ ternational Lions convention in Ohio and asked for their in­ terest and support in the case of the blind.
