Leigh of 4518 Terra Cotta, Crystal Lake, was ticketed for following too closely after he struck the rear of a vehicle driven by Sandra J. Gagnon of 3212 Sunrise View, McHenry. The accident oc­ curred Saturday afternoon about 12: 15 at the intersection of Route 31 and Ames road, south of McHenry. The Gagnon vehicle was northbound on the highway when the car in front of her stopped because three mules were in the road. As she stopped her vehicle, she was struck by the Leigh auto. Leigh said he was driving behind Gagnon's vehicle when he was distracted by the mules. When he glanced back, he was unable to avoid hitting the vehicle which had stopped in front of him. This year, the county general fund has run short of money due to loss of tax collection fees under the new state constitution. At the same time, the state health department promises to cut off state and federal grant money to all but referendum depart­ ments in two to five years. While the size of the health department staff is frozen due to these fund shortages, need and public demand for health department services continue to grow. All needs will not be met in the present situation. Faced witfe. this financial squeeze, thelSbard of health has decided to seek public approval of a referendum to be held along with the November p r e s i d e n t i a l e l e c t i o n , establishing the health department by referendum, with its own tax levy of not to exceed .1 percent of assessed valuation of taxable property. This referendum will change the health department's status from that of a resolution department to a referendum department, and change the source of funding from general fund appropriation to ear­ marked levy. All other aspects of the board and department of health will be the same as they are now. The thinking of the board of health is that going to a referendum department with an earmarked tax levy is the best way to carry out its responsibility of protecting and improving the public health in McHenry County. Spare Part Hip May Keep Older People On Feet Elderly patients - those over 65 - are the most likely can­ didates for this type of surgical procedure. Through an incision up to a foot long and through spread muscles, the knob at the end of the thigh-bone is removed and replaced with a metal ball- shaped substitute. Cartilage is replaced with a plastic cap-like device. The metal and plastic fit together to form a hip joint, as functional and movable as the hip designed by nature. What has made this possible now and solving those early problems of attachment, is a new kind of "medical cement" originally developed by a dentist. The adhesive comes in a separate powder and liquid formula, and is mixed just before use in the operating room. It sets in about 12 minutes. Glue and hip joint prothesis are still so new that experts don't know how long the replacement ball-and-sockets will wear and function but best guesses are up to 20 years. That is one reason why elderly are the most frequent patients, but so successful has been the procedure after a short period that some medical people feel it would be easily possible to replace the replacement! McHenry hospital is one of the institutions in the area where the total hip replacement procedure is being done. "Attitude of the elderly patients is so good that they contribute to their successful recovery," says Corcoran, executive director. "Our physical therapists work with the patients, using a circle bed and a physical therapy chair when needed to assist in the recovery and learning how to use the new hip joint." The physical therapy chair, like a wheel chair, can be pushed to transport the patient from bed to treatment room. Hospital volunteers in the auxiliary frequently assist with this service. Patients often can go home in three weeks. In six weeks, and with the new joint up to a 90- degree bend, a patient can put on and tie his shoes and pick up objects from the floor. Therapy exercises include backward kicks and kicks out to the side of the body, but with a careful watch toward avoiding hip dislocation. Therapy also includes putting a measured amount of weight on the new joint and increasing it as progress is made toward training and strengthening the muscles. Virginia Williams, the pane' moderator, says that "un- derutilization of nurses diminishes both the quality and the quantity of health care." She feels that nurses are capable of more responsible action in assessing patients need for care and of more purposeful teaching in giving the care. Progress in prevention and in rehabilitation of health problems should result from more adequate nurse utilization. A large turnout of actively practicing and of temporarily inactive registered nurses is anticipated at this open meeting.
