Directors Of Area Hospital Are Elected A 99 per cent completion of building programs at the 120- bed Memorial Hospital for McHenry County will help thp staff and personnel adjust to a leveling-off period and a more normal period of operation, Bert Hanson, administrator, said last week. Talking to more than 400 members of the association at the annual meeting, Hanson said opening of the new emergency room in late 1972 enabled the hospital to serve more people in a less crowded area. "The new pharmacy helps in the efficiency of service and is in a better location to serve outpatients," he reported. The hospital staff is con­ tinually aware of government regulations, and they extend beyond the precautions in­ volved^ assuring top health care, observed Hanson. Medicare requirements and paper work in obtaining reimbursement occupies much t'me and effort, for example. The hospital's financial foundation is solid, with almost $3 million in patient revenue. Of the $2.8 million in expenses, tyy far the biggest part -- $1,889,000 - goes for salaries, professional fees, pension expense and other employee benefits. Memorial hospital has land, buildings, equipment, and all property valued at $3.8 million. This reflects an increase of about $400,000 above the year- ago statement and comprises the new emergency area and remodeling in that part of the hospital. Dr. S.L. Ruggero, chief of staff, who was a patient in the hospital late last year, said this was an excellent way to ap­ preciate the quality and con­ cern of the people who staff the hospital and come in contact with patients. Mrs. Eugene O'Brien, Jr., auxiliary president, said the new Gift Shop and Snack Bar are running smoothly. The new program for volunteers to staff the emergency area is an ex­ cellent auxiliary project, she reported. "This is well received by the nurses, doctors and hospital administration," she summarized. In the election of officers following the annual meeting, Jack Byers, was reelected president; Richard Zieman of McHenry, first vice-president; Kenneth Schuh, second vice- president; William I. Caldwell, Jr., secretary; and Ludwig Kulovsek, treasurer. Retiring directors included Harold Beth, Gordon Thurow, Ralph Nichols, and Hartley Laycock. The retiring Beth is a veteran among hospital workers, completing eleven years as a director during several periods of service. He was treasurer the past year. Q) Is it true that this year's Federal income tax return asks questions related to Federal revenue sharing? A) Yes. Your 1972 Form 1040 and short Form 1040A ask two questions related to the sharing of Federal money with state and local govern­ ments. One question asks the location of your principal place of residence (state, county, locality & township); the second question asks for the number of your depend­ ents who are filing a return of their own or who did not live at your principal place of resi­ dence at the end of 1972. You must supply the cor­ rect information in your an­ swers to these questions to ensure that your state, county and local community receive their rightful share of revenue sharing funds. Q) Does every taxpayer have to give his state, county, local­ ity and township in answering the revenue sharing question on place of residence? A) All of this information may not be required. Only cer­ tain states have townships and these are specified in your tax form instructions. If your state is not listed there, you can leave this column of your tax return blank. Secondly, there are a few places, such as Baltimore City, Md. and St. Louis, Mo., that are not within a county. Once again, these areas are listed in your in­ structions. Unless you lived outside the U.S. on Dec. 31, 1972, you must enter the abbreviation for your state in the column provided. In addition, if you lived inside an incorporated city, town, or village, print the name of the municipality in the "locality" column. If you did not live inside the boun­ daries of such a location, check the box in this column. Q) Can you give me some tips on how to guard against dishonest tax preparers? A) The IRS offers the fol­ lowing advice to taxpayers seeking assistance from com­ mercial income tax return pre­ parers: never sign a blank re­ turn ; do not sign a tax return piepared in pencil because it can be changed later; do not allow your refund check to be mailed to the preparer; avoid the advisor who "guarantees" refunds,1 wants a percentage of the refund, or supposedly knows all the angles; and avoid the preparer who ad­ vises a taxpayer to overstate deductions, claim fictitious de­ pendents or omit income. I n a d d i t i o n , t a x p a y e r s should insist that the tax pre­ parer sign the return he pre­ pares and enter his tax iden­ tifying number. Finally, be sure to keep a copy of your return. Q) What are the rules for deducting finance charges on department store revolving charge acccounts? A) You may deduct the "fi­ nance charge" levied by retail stores on your revolving charge accounts if the charges are based on your unpaid bal­ ances and computed monthly. Also, in the case of bank credit card plans, you can deduct the finance charge if no part of this amount is for' service charges, loan fees, credit in­ vestigation fees, etc. However, if you buy items on the installment plan and the carrying charges are sep­ arately stated, but the interest charge cannot be ascertained, deduct the lower of (1) 6 per­ cent of your average unpaid monthly balance or (2) the actual charge for the jrear. This does not mean that because you are getting a refund, you cant nee the $1 check-off, but it does mean that you must be able to show tax on line 20 of your Form 1040 or line 21 of your short Form 1040A to uee the check-off.
