The dining room was decorated with one hundred balloons, blue and yellow streamers flowed through the entire house. The party boy enjoyed his own cake too, eating the whipped cream delight with great gusto, and needing a bath immediately afterward, I might add. Guests attending the party enjoyed hamburgers cooked outdoors, potato salad, and a chocolate choo choo train cake. Chris' daddy is in the navy, but we are sure he was at the party in spirit. Among the guests at tending the gala affair were Mr. and Mrs. Roy Watson and daughter, Cassie, of Crystal Lake. VILLAGE CLERK The deadline for displaying 1973 vehicle stickers is on midnight March 31. The stickers must be affixed to the windshield of the vehicle on or before April 1. Dog tags must be affixed to the animal's collar on or before April 1 also. The vehicle stickers and dog licenses can be purchased at the clerk's office at 4616 W. Parkview. Mrs. Karen Parks is our village clerk, her office hours are on Tuesday, Wed nesday and Thursday from 11 a.m., til 7 in the evening. Saturday hours are from 9 a.m. to 12 noon. A building permit is needed for all con struction should the cost exceed Exhibit Of Wateroolors At College An exhibit of the watercolors of Morton Frodin, McHenry County college student artist, will be displayed in the college lobby through March 16. Frodin is a sophomore from Crystal Lake. "I would interpret my watercolors as a collective maze of moods, feelings, fleeting impresssions affected by the random cross currents and continuity of life, memories of the past in teracting with the fresh im pressions of the present," said Frodin. "Life and human nature are constantly changing, exposing us through time and to new and varied stimuli," he added. The exhibit is being shown at the campus of the college (6200 Northwest Highway, Crystal Lake). Recently, his ship made a goodwill visit to Cebu City in the Visayan Islands in the Philippines. The city is located 300 miles southeast of Manila. Bill entitlement for high school dropouts and marginal graduates is bringing more "educationally disad vantaged" back to classrooms, a Veterans administration report reveals. Administrator of Veterans Affairs Donald E. Johnson disclosed that more than 20,000 veterans were drawing "unearned" G.I. educational benefits by attending high school and college preparatory courses. Veterans who have com pleted a tour of military service normally earn enough G.I. Bill entitlement to complete four years of college, Johnson explained. Those who need extra work to qualify for college can receive extra months of G.I. Bill allowances while taking the preparatory work and still have four years of educational benefits remaining for college, he said. Enrollment in such courses in November - normally the peak month - was up 36 percent over the 1971 mark to a total of 21,300. A total of 125,000 have used the program since it was authorized in 1967. Winks, general solicitor for Illinois Bell Telephone, declared at a rate request hearing of the Illinois Commerce commission. "And we certainly don't want Illinois Bell to become another CTA (Chicago Transit Authority) or another AMTRAK." He asked for commission recognition of "The difficulties posed by growing demand, on the one hand, and insufficient earnings on the other", and for permission "to do something about them while there is yet time." While 125,000 educationally disadvantaged persons trained under free entitlement, another 282,000 trainees who failed to complete high school used VA education benefits to attend vocational and trade schools, or take correspondence courses and on-job training. Veterans and servicemen are considered educationally disadvantaged, it was ex plained, if they were high school dropouts, or have not earned a general development equivalency certificate. High school graduates who need remedial or refresher courses to qualify for higher education also are eligible for free en titlement. G.I. Bill allowances for educationally disadvantaged trainees and college students are the same. The rate is $220 per month for single full-time trainees, with proportionately higher rates for trainees with dependents. However, free entitlement training is not charged against education benefits earned in military service. Veterans and servicemen earn education benefits after at least 181 days on active duty, any part of it after Jan. 31,1955. Veterans discharged because of service connected injuries are eligible, regardless of length of service. VA urged servicemen in terested in education benefits, including free entitlement, to contact base education officers.
