Bruce Waddell (R-Dundee) author of the bill before the House of Representatives, "is probably the single most, long range, important bill before this session of the Legislature; it's House Bill 770." Waddell, whose flare for modern technology has hit the skies with this one, "for the seeding of the skies", claims Waddell, "is like farming the land with new fertilizers, only this time it's in the cloudis above us instead of below us."
