Schaffer voted against the appointment of James Hatcher, Peoria, when his name came before the senate for con firmation. Hatcher was the director of Walker's Peoria county campaign during last year's gubernatorial election. Schaffer commented: "The Civil Service com mission is one government agency that should be free of partisan political iden tification. "For a person who cam paigned the length and width of this state castigating politics in ti government, this appointment is almost unthinkable. "Gov. Walker's appointment of a person with clearly par tisan political credentials to a sensitive post like this one is the height of hypocrisy. "It has become increasingly clear to those of us in Springfield that a person serving in the Walker ad ministration must have one of two things on his record. He must have made a large financial contribution to the Walker campaign or he must have devoted substantial time to working on the campaign."
