According to the Illinois State Bar association, new rules which call for longer suspen­ sion or revocation of licenses of repeat offenders now are being formulated by the Secretary of State's office in an effort to curb highway fatalities and injuries. In 1972 , 2,254 persons were killed and 163,000 persons were injured in traffic ac­ cidents in Illinois. In particular, the Secretary of State will deal more harshly than in the past with drivers who are convicted of three moving violations within twelve months, especially if the offenses are serious ones such as reckless driving, exceeding the posted speed limit in a school zone and other speeding violations. Previously, the driver con­ victed of three moving violations in one year could expect his license to be suspended for from two to four months. In the near future, depending upon the nature of the violations, his license may be suspended for up to six months. If it is the driver's second experience as a three- time offender, his license may be suspended for a year and for a third time, his license may be revoked. The driver whose license has been revoked, must wait for at least one year before applying to the Secretary of State for reinstatement of his driving privilege. However, any person whose license is suspended or revoked may appeal to the Secretary of State .for a restricted license if necessary to enable him to continue his gainful employment. Under Illinois law, the license of a person convicted of driving under the influence of alcohol or drugs is automatically revoked for one year. As part of the crackdown, the Secretary of State may revoke for two years the license of a person convicted for a second time of driving under the influence of alcohol or drugs and may permanently revoke the license of a three-time offender.
