Cooling It f Temperatures soared high in the 'nineties Sunday, but somehow it seemed a little cooler at the city beach. There, fourteen fire department teams battled each other as the annual water fights opened McHenry Marine Festival Week. Under their heavy raincoats, it was very warm for competing firemen, but cooler for spectators who occasionally were sprinkled by a wild spray from the hoses. The winning team was Woodstock City, followed by Burlington, Crystal Lake and West Dundee. Beauty entered the picture when McHenry's Marine Festival queen, Nancy Staley, arrived from the Woodstock V-J Day parade in time to present trophies and helmets to the victors. Howlett, Secretary of State. Drivers suspended for the first time for three moving traffic violations in a 12-month period now receive full details as to how they may apply for a probationary license. Only drivers whose violations do not total more than 62 points on the established point system will be eligible. "We are opposed to favoring traffic violators but our traffic safety program entitles these drivers to probation con sideration," Secretary Howlett said. "I believe that all should be treated fairly. "Our program stresses helping and educating drivers whenever possible and we believe that this new procedure will help our borderline drivers," he added. Along with the official suspension notice, eligible drivers are now sent a package which will include a ^letter explaining the program and how to apply for a probationary permit. Also included will be a petition application and en velope to retujrn to the Secretary of States's office. Commercial drivers will also receive an affidavit form which must be filed with the petition. If the probationary permit is approved, the driver will be notified of the date and place to attend a Driver Improvement clinic, a requirement of probation.
