These stains are usually as easy to gel rid of as they are to acquire, because beer is water- soluble. So, ordinary laun­ dering will do the trick for washable fabrics, and sponging with a cloth dipped in soapy water can be used for un- washables. If the stains are old, add a iittle ammonia to the wash water. Q. How can I remedy chromium plate that has become scratched and rusted? A. Clean with a chrome cleaner available at auto supply stores, and if any rust remains in the deeper scrat­ ches, carefully scratch it out with the point of a knife. Zieman Sr. Vice President & Trust Officer McHenry State Bank We have discussed in these reports our preference for local operation of banks. You may wish to know how you are af­ fected by the ownership structure of your bank. Although every bank is operated somewhat differently, there are certain basic characteristics which they all share. And, generally speaking, every bank hopes to aid the community in which it operates while generating profit for its stockholders. But it is the emphasis on these goals which can make the difference to customers and local communities. When a bank is doing all of its business in a specific town or county, it is easy for that institution to set priorities in its lending policies which are designed to bring the maximum benefits to this community. This is not only good citizenship, it is good business: If the area prospers the bank can expect to do well, and if the area's business is poor the bank will suffer as well. Now let's take the case of a large banking system-either a bank with branches spread across a state or a multibank holding company which owns banks in numerous com­ munities and in some cases in several states. These banks do not have the same degree of interest as the community- owned bank in what the large systems call "satellite" towns, since managment generally is concentrated in the home-office city. Other factors work to spread their focus even further. First, the stock of these banks and holding companies usually is registered on national securities exchanges. So, the profit motive must always be the first con­ sideration. If the price of the shares declines, their value in purchasing new -»banking satellites drops and the growth in size which a conglomerate considers essential is halted. Second, all large banking systems compete in the national loan market. The business of the very largest corporations is prized above all other lending activity. This is because one big loan is easier to make than 100 or 1,000 smaller loans adding up to the same amount, and because among big banks there is "prestige" in having the most important looking customer list. Often in states which permit branching or holding company activity on an unrestricted basis, a branch bank or a holding company affiliate will be in direct competition with a locally owned and operated independent community bank. Generally speaking, the lending policies of the branch or affiliate are dictated from the home office town and the manager is restricted in his decision-making to the rules laid down for him. On the other hand, the in­ dependent community bank, run like McHenry State Bank, has a board of directors which is thoroughly acquainted with the citizens of the community and their business needs. If a local concern comes to an in­ dependent bank with a loan request, there is no need for communication back to the "head office" nor is there any worry over whether national commitments might have reduced the amount of funds the bank is ready to dispense locally. There is only the single question which should be the criterion in every bank, but unfortunately, is not: Is this a good credit risk? In most local independent community banks, where the customer is usually a neighbor who is well known to the management or a board member, this question is not answered by the cold facts of a balance sheet but on the generally sound character judgment of the banker. In local communities, decisions like these can have tremendous cumulative im­ pact. If a business loan which might produce a half-dozen new jobs directly gets turned down, that's a half-dozen paychecks that do not get spent in local stores. It is a half-dozen families that are not patronizing local merchants and paying local taxes. Over the course of a few years the orientation and priorities of the local bank will make the dif­ ference in a score of cases of this kind. They make the dif­ ference between a vigorous and growing local economy and a local economy dependent on outside factors for jobs and income. The difference between in­ dependent community banks and chain operations geared to bigness is well-recognized in the banking business. One of the best-known holding company bankers in the nation, K.^. Randall, a Vrginia banker who previously was a Washington banking regulator, summed it up when he conceded that when a holding company comes up against a well-managed in­ dependent community bank "they can kick H-- out of us." The reason is quite simple: the independent community bank is committed to the future of its own town and not simply to the bottom line on a profit- and-loss statement. Adv.
