Lindberg said the state received $88 million more than it spent during fiscal year 1973, which ended June 30. The result, Lindberg said, is that the balance in the state's general funds was $387 million at the end of the fiscal period, rhe largest year-end balance in Illinois history. "What this means is that the state lived well within its in­ come during fiscal '73, which is the last six months of Governor Ogilvie's administration and the first six months of Governor Walker's," the Comptroller said. "Compared to an Illinois family with an income of $10,000 a year, it means that starting out a new year that family had $220 to add to its savings account. And it means that the family's bank account would grow to $460 when you include money saved in previous years," Lindberg said. "In a sense the $387 million the state has in the bank compares to the $460 in the family savings account." The state's favorable fiscal picture for 1973 was chiefly due to: - Unusually high inheritance and sales tax receipts. -- Enactment of the Federal Revenue Sharing program, including an added $45 million in revenue to the state due to the retroactive nature of the program. - Lower than expected spending in welfare. The state's experience for the first two months of fiscal year 1974, which began July 1, shows revenues from state sources running well above comparable fiscal 1973 totals, Lindberg said.
