We are not allowed tfie $15,000 exemption on real estate taxes that some 100 per­ cent disabled veterans receive. Real property up to the assessed value of $15,000 is exempt if a disabled veteran (or his dependents) has acquired a home in connection with his dis­ ability. This means the federal government will pay for con­ struction of the home, if it is built to specifications. As your husband did not receive this federal grant, I'm afraid you do not qualify for this exemption. The state does not have power to override this action. But new laws may benefit you and I hope a bill which is currently in the Illinois House of Representatives-if passed--may help relieve you from the burden of real estate taxes. House Bill 297 exempts property owned and occupied as the sole resi­ dence of a person who is totally or permanently disabled. I have requested that Wayne Hilgeford, the Veterans Com­ mission southern district super­ visor, contact you to answer further questions. Meanwhile, I might also sug­ gest that you inquire into qualifications for disability bene­ fits under Social Security. Q. Every day we hear on television or radio announce­ ments on bringing Illinois chil­ dren back from Texas. I have also heard that it cost over $300 per month for each child to be kept in Texas. Is this true? If so, why aren't our foster homes in Illinois paid this amount for each child? --D. J. Luy, Savanna. A. When I became Gover­ nor, I was shocked'to learn that nearly 800 dependent Illinois children were in out-of-state institutions. Most were in Texas. The State of Illinois was paying as high as $700 a month per child. About $8 million was paid by Illinois to profit-making Texas institutions in the past decade. We halted out-of-state place­ ments last spring. We ordered return of most children -to Illinois. And Jerome G. Miller, my appointee as director of the Department of Children and Family Services, commissioned an outside investigation of all dealings the state had with Texas facilities. It disclosed that some children had been mistreated in these institutions. Many received little or no education. Already, about half the chil­ dren have been returned to Illinois. Some are back with their families. Some are in Illinois institutions. Others are being cared for in foster homes. We hope that some of the dollars we save by eliminating out-of- state placements can be used to increase fees to foster parents- who are doing remarkable work caring for Illinois children in Dlinois. I especially urge families who believe they can provide foster care for teenage boys and girls to contact the nearest district office of the Illinois DepartmenT of Children and Family Services. It is my strong belief that there is no substitute for home. Gov. Dan Walker invites you to question him about state government and what state government should be doing for people.
