PAGE 14 - PLAINDEALFH -FRIDAY. NOVEMBER 23, 1973 DEBATE ENDS IN APPROVAL OF $8,783.33JUDGET (Continued from page 1) projected funds constitutes a deficit. Others argued that since the fund is in the black, no deficit exists. Tyrrell said he hoped the board would leave the ninety- three employees in the budget as originally planned so that positions could be filled when money is available. However, the final vote, approved by all except three members, in cluded only eighty-six. Member Edward Buss of McHenry complimented Tyrrell on the job his depart ment is doing. He said the employee reduction was or dered only to bring the job categories up to date. Of special interest to persons in this community were the disclosed contents of a letter written by J R. Rakow. county superintendent of highways, to attorneys for owners of local property known as the "Ken- nebeck Farm". The owners, not identified, had requested two things: 1 - That the county proceed to construct a road connecting the intersection of 111. Rt. 120 and Chapel Hill road with River road near the center of Section 36. 2 - That the owners of the property, at their expense, be permitted to construct a bridge on River road, south of Snug Harbor, to permit boat traffic to cross under River road. The letter expressed unanimous response to the request by the Transportation committee. It acknowledged that the extension of River road northeasterly to the in tersection of Rt. 120 and Chapel Hill road is a part of the March, 1971, Regional Transportation Interim plan and program adopted bv the board of supervisors April 13, 1971. It further explained that the concept of the extension of River road is part of the April, 1971, County Highway department "Plan and Report of Proposed Highway Im provements" adopted by the board May 11, 1971, and ap proved by the Regional Planning commission staff shortly thereafter. The letter stated that upon receipt of the required right-of- way, to be donated by the "Kennebeck farm" owners, the Transportation committee will recommend to the County board that funds be ap propriated for the immediate extension of River road from the center of Section 36 nor theasterly. The committee also intends to recommend to the County board, according to the letter. The entire cost of the bridge and approaches are to be borne by the "Kennebeck farm" owners. A lengthy debate took place over approval of sup plementary land use regulations. Some members insisted that the Soils Overlay regulations and the Flood Plains regulations should be voted on separately. This suggestion was voted down 13 to 7. A second vote to approve both received the okay of 12 members, with 9 opposed. Both ordinances concern protection in times of flooding. The Flood Plains regulation ordinance is necessary to ob tain federal insurance, while the Soils Overlay regulations are to control septic and sewerage systems in time of floods. The Public Affairs com mittees reminded of the Dec. 17 deadline - an extension - for senior citizens and disabled to obtain property tax relief under a direct grant from the state. Another important deadline is Jan. 1 for the Homestead exemption annual renewal and for the assessment valuation of real property used for agricultural purposes. This is a new law known as the Farm Assessment Roll Back. The Rev. Mark Jones, a board member, asked for details regarding a rumor that CHRISTMAS PARADE SATURDAY (Continued from page 1) conclude his 1973 visit by talking with children and distributing candy from noon to 2 p.m. Also in a spirit of cooperation, the city park will be lighted only from 5 to 10 p.m. rather than continuing throughout the night as in the past. A timer will be installed for all night usage of just one floodlight in the park. Holiday decorations on street light poles will be in operation from Dec. 10 through 26, which is a considerably shorter period than usual. / Although it was previously recommended that stores start remaining open nightly Nov. 26 and continue through Friday, Dec. 21, 9 a m. to ^ p.m. Monday through Fridays and 9 a.nj. to 6 p.m. Saturdays, numerous merchants have indicated the evening hours will start ^Monday, Dec. 3. Many stores will be open for various periods of time Sunday. Although no details are microphones were to be in stalled in the jail of the new courthouse. Member Thomas Huemann of McHenry said original plans from Springfield had called for this installation and the architect also included them. However, they will be used in the supervisors' meeting room, where an am plifying system is badly needed. available at this time, Chamber of Commerce Retail Chairman Jerry Adair has announced that home lighting and store decorating contests will be held. Mrs. Cornelison issued one other reminder: All women of Farm Bureau families are invited to take part in the ac tivities of this women's com mittee. This is an open in vitation to come to the meetings, to work on favorite projects and to become in timately involved in their husband's and family's business - farming - in a special way, she said. A proud Oregon has reported that the littering problem is greatly improved. Which will it be-a chain gang for trash pick-up or a five-cent deposit? Or will it come to the state of affairs the letter writer suggests: "Of course the essential goodness of man will cause us not to change, and solve the problem. Rather, we will simply do as man has always done - adapt - to life in a giant garbage dump". K.A.F.
