Free Bible Study Meeting Twice a year the local Woodstock congregation of Jehovah's Witnesses make plans to join with over a thousand of their fellow Christians for a two-day con­ vention highlighting Bible discourses, demonstrations of ministerial teaching methods, and practical counsel on teaching the Bible to in­ terested persons. This fall is no exception. Final arrangements are now being made for the assembly to take place Dec. 8-9 at their Assembly hall, 79th and Ashland, Chicago. Stories, a full-color pocket- sized book contains informatiop about more than*2,000 U.S. and U.N. stamps. The last edition two years ago sold more than half a million copies. Six different stamp collector starter kits provide an easy way for a person to begin a collection on a specific topic. Each of the six kits - United States, Canada, Wildlife, Sports, Space and European Art - contains enough stamps to start a collection. Other stamps to augment the collection may be purchased at post offices, or, in the case of foreign stamps from a dealer. Each kit con­ tains a copy of "The ABC'S of Stamp Collecting", a new 32- page pamphlet. It stamps out postage problems up to 60 envelopes per minute: Postmaster Smith em­ phasized that these products are published by the U.S. Postal Service and available only at post offices. He urged that customers visit their post offices as soon as possible as supplies are limited. "We expect these new products to be very popular items", Postmaster Smith said, "and we are certainly looking forward to offering them to our customers". Walker Senator Jack Schaffer, (R- Cary) has accused Governor Daniel Walker of attempting to "systematically destroy" the state civil service system. Senator Schaffer serves on the Senate Pensions and Personnel committee which will convene hearings to ex­ plore the Walker ad­ m i n i s t r a t i o n ' s o r d e r abolishing merit employment in thirty-four different job classifications. "This is just the latest in a long list of actions that have been taken by Governor Walker to turn Illinois government back into a political patronage zoo." Senator Schaffer said. "Since he came into office in January, Walker has laid off nearly 1,400 civil service em­ ployees, many of whom were in positions that are now being removed from civil service protection. Governor Walker apparently wants to replace all those people with his own in­ dependent political army." Schaffer pointed out that some of the job classifications Walker has removed from civil service were placed under the personnel code as far back as seven years ago. He also noted that since Walker took office, about 12,000 new state employees have been hired, nearly 55 per cent of whom were not required to take merit examinations. "In September the depart­ ment of personnel quietly rescinded the right of subpoena for employees seeking appeals from their layoffs, and on Oct. 31 the state Civil Service commission, which is con­ trolled by Walker appointees, announced it would no longer accept appeals on cases arising out of layoffs. "The result of these patronage oriented decisions is to give the director of personnel . / t h e a b i l i t y t o a r b i t r a r i l y determine who will be laid off, whose appeal will be granted, who will be protected by civil PAGE 7 - PLAINDEALER-WEDNESPAY, DECEMBER 5, 1973 service and who will be hired. In short, it can eliminate all protections against political patronage in state hiring."
